Cette proposition fait suite aux avertissements lancés par l'Observatoire européen des drogues et des toxicomanies (EMCDDA) et par Europol sur l’ampleur du problème, ainsi qu'à un rapport de 2011 qui concluait à la nécessité de renforcer le dispositif européen de lutte contre ces nouvelles substances (IP/11/1236).
The proposals follow warnings from the EU's Drugs Agency (the EMCDDA) and Europol about the scale of the problem and a 2011 report which found that the EU’s current mechanism for tackling new psychoactive substances needed bolstering (IP/11/1236).

Le 25 février 2009, un groupe à haut niveau, dirigé par Jacques de Larosière, a publié à la demande de la Commission un rapport qui concluait à la nécessité de renforcer le cadre de la surveillance du secteur financier de l'Union pour réduire le risque de crises financières futures et leur gravité. Il a recommandé des réformes profondes de la structure de surveillance de ce secteur, y compris la création d'un système européen de surveillance financière comprenant trois Autorités européennes de surveillance, une pour le secteur bancaire, une pour le secteur des assurances et des pensions professionnelles et une pour le secteur des valeurs mobilières et des marchés financiers, ainsi que la création d'un Conseil européen du risque systémique.
At the request of the Commission, a report was published on 25 February 2009 by a High-Level Group chaired by Jacques de Larosière and concluded that the supervisory framework of the financial sector of the Union needed to be strengthened to reduce the risk and severity of future financial crises and recommended far-reaching reforms to the structure of supervision of that sector, including the creation of a European System of Financial Supervisors, comprising three European supervisory authorities, one each for the banking, the insurance and occupational pensions and the securities and markets sectors, and the creation of a European Systemic Risk Council.

Réuni les 26 et 27 juin à Lisbonne, le Conseil Européen concluait ainsi ses débats sur l'élargissement, s'agissant des pays de l'AELE : "le Conseil Européen considère que l'Accord sur l'Espace économique européen a préparé la voie à l'ouverture des négociations d'élargissement en vue de leur rapide conclusion avec les pays de l'AELE candidats à l'adhésion à l'Union européenne .Les négociations officielles débuteront aussitôt que le traité sur l'Union européenne aura été ratifié et qu'un accord aura été conclu sur le paquet Delors II. Suite aux décisions prises au Conseil européen d'Edimbourg (11-12 décembre 1992 les négociations d'élargissement ont débuté en février 1993 avec l'Autriche, la Finlande et la Suède et en avril 1993 avec la Norvège.
The European Council concluded its discussion of the question of enlargement at its Lisbon meeting on 26 and 27 June 1992 with the following observations relating to the EFTA countries: "The European Council considers that the EEA Agreement has paved the way for opening enlargement negotiations with a view to an early conclusion with EFTA countries seeking membership of the European Union .The official negotiations will be opened immediately after the Treaty on European Union is ratified and agreement has been achieved on the Delors II package". In the light of the decisions taken by the European Council at its Edinburgh meeting on 11 and 12 December 1992, enlargement negotiations got under way in February 1993 with Austria, Finland and Sweden, and in April 1993 with Norway.
