Definition: A wide variety of medicaments and folk remedies may be involved, but the particularly important groups are: (a) psychotropic drugs that do not produce dependence, such as antidepressants, (b) laxatives, and (c) analgesics that may be purchased without medical prescription, such as aspirin and paracetamol. Persistent use of these substances often involves unnecessary contacts with medical professionals or supporting staff, and is sometimes accompanied by harmful physical effects of the substances. Attempts to dissuade or forbid the use of the substance are often met with resistance; for laxatives and analgesics this may be in spite of warnings about (or even the development of) physical harm such as renal dysfunction or electrolyte disturbances. Cette catégorie concerne des enfants ayant un retard mental prononcé (Q.I. inférieur à 34) associé à une hyperactivité importante, une perturbation majeure de l'attention et des comportements stéréotypés. Definition: An ill-defined disorder of uncertain nosological validity. The category is designed to include a group of children with severe mental retardation (IQ below 35) who show major problems in hyperactivity and in attention, as well as stereotyped behaviours. They tend not to benefit from stimulant drugs (unlike those with an IQ in the normal range) and may exhibit a severe dysphoric reaction (sometimes with psychomotor retardation) when given stimulants. In adolescence, the overactivity tends to be replaced by underactivity (a pattern that is not usual in hyperkinetic children with normal intelligence). This syndrome is also often associated with a variety of developmental delays, either specific or global. Young people who want to engage in voluntary activities meet a number of difficulties. These difficulties are of different natures: lack of social protection, taxation of pocket money, refusal of visa and residence permits (this can affect voluntary activities of EU nationals in third countries and of third country nationals in EU countries but should not affect EU nationals in another EU Member State), language problems, lack of training, heavy procedures, etc.These difficulties represent real obstacles to the exercise of voluntary activities of young people and limit the access to them of a greater number of young Europeans.

DIVERS -Communications de la Commission Le Conseil a pris note de la présentation par Mme Scrivener des trois communications concernant : = une proposition de directive concernant le taux d'accises applicable aux bio-carburants = une proposition de directive portant nouvelles mesures de simplification en matière de taxe sur la valeur ajoutée = la mise en oeuvre du Livre blanc dans le domaine des prélèvements obligatoires S'agissant des dossiers bio-carburants et simplification TVA, Mme Scrivener a estimé que les avis favorables rendus récemment par le Parlement européen permettront au Conseil de prendre des décisions prochainement.
OTHER BUSINESS - Commission communications The Council noted Ms Scrivener's presentation of three communications on: = a proposal for a Directive on excise duties on biofuels; = a proposal for a Directive on new measures to simplify value-added tax; = implementation of the White Paper in the field of compulsory levies.
