5. Considers that the redundancies in Caterpillar Belgium S.A. are linked to major structural changes in world trade patterns due to globalisation, where manufacturing and importing equipment from Asia into Europe has become cheaper for the company than producing in Europe for a declining market; notes that the Gosselies production site has suffered from negative upstream and downstream effects with steel and metal products in Europe hit by competition from emerging economies and the 2009 crisis weakening the European construction and mining sectors, which are Caterpillar's most important clients;

14. demande au gouvernement azerbaïdjanais de simplifier la procédure d'enregistrement des ONG, à ce jour excessivement compliquée et longue, de modifier de manière substantielle sa législation, en revenant sur les mesures récentes qui limitent la liberté des ONG à accepter des dons sans enregistrement officiel, et de se conformer à la recommandation CM/Rec(2007)14 du Comité des ministres du Conseil de l'Europe aux États membres sur le statut juridique des ONG en Europe;
14. Calls on the Government of Azerbaijan to simplify the current over-complicated and lengthy procedure for registration of NGOs, to introduce substantial legislative amendments in order to repeal the recent measures limiting NGOs’ freedom to accept donations without official registration, and to comply with the Council of Europe’s Recommendation CM/Rec(2007)14 of the Committee of Ministers to member states on the legal status of NGOs in Europe;

The Business Cooperation Network set up by the Commission - a computer-backed network of European business advisers - would be extended to the countries of Central and Eastern Europe and could speed up identification of potential partners; - cooperation in the fields of standardization and certification, which will substantially improve the quality of products made in these countries and thus give them better access to world markets; - finally, sectoral measures; the choice of sectors would lie with economic operators in the countries concerned and could focus on: - sectors and enterprises in which radical restructuring will be necessary to achieve levels of productivity and competitiveness comparable with those in the Community; steel, shipbuilding, basic chemicals, paper and cement are notable examples; - sectors which are expected to expand sharply, provided that proper production and distribution structures are established; these sectors include the car industry, agri-foodstuffs, and, consumer and capital goods generally.
