A majority of the NECs cooperate regularly with other bodies, such as the Euroguidance and NARIC centres, EURES agencies, the national LLP agencies, Eurodesk and Europe Direct, although such cooperation could be strengthened and synergies could be better exploited.

L'action du Forum européen de la jeunesse, des centres nationaux d'information sur la reconnaissance académique des diplômes (NARIC), des réseaux Eurydice, Euroguidance et Eurodesk, des bureaux d'assistance nationaux eTwinning, des centres nationaux Europass et des Bureaux d'information nationaux dans les pays voisins est essentielle à la réalisation des objectifs du programme, notamment par la communication régulière à la Commission d'informations actualisées concernant leurs différents domaines d'activité et grâce à la diffusion des résultats du programme dans l'Union et des les pays partenaires.
The action of the European Youth Forum, the National Academic Recognition Information Centres (NARIC), the Eurydice, Euroguidance and Eurodesk networks, the eTwinning National Support Services, the National Europass Centres, and the National Information Offices in the neighbourhood countries is essential in order to achieve the objectives of the Programme, in particular by providing the Commission with regular, updated information regarding their various fields of activity and through the dissemination of the Programme results in the Union and in the partner countries.

Stresses however the need for a more efficient and coordinated approach by the Commission between initiatives that aim to facilitate and stimulate the mobility of professionals between Member States, such as EUROPASS (European CV), EURES (job mobility portal) and the European Qualifications Framework (EQF), as well as between the different associated Community funded or co-funded networks involved in these issues, such as SOLVIT, IMI, EUROGUIDANCE and ENIC/NARIC;

Calls on the Member States to guarantee education for young people as an effective strategy to avoid social exclusion and poverty and to develop their employability by using existing mechanisms such as the Euroguidance network, which helps individuals better to understand work opportunities in Europe; also calls on them to facilitate a successful transition to the labour market and improve access to employment through schemes of professional orientation, while ensuring consistency with a life-cycle and inter-generational approach;

For example, under the key activity entitled "policy cooperation and innovation", the actions may deal in particular with supporting the observation and analysis of policies and systems such as the Eurydice network or the transparency of qualifications and competences, information and guidance for mobility purposes and cooperation in quality assurance such as Euroguidance, and National Academic Recognition Information Centres (NARIC), Ploteus or the Europass initiative.

The constituent national units of the NARIC network, the Eurydice network, the Euroguidance network, the National Reference Points for Vocational Qualifications and the Europass National Centres act as instruments to implement the programme at national level, in conformity with the provisions of Article 54(2)(c) of Regulation (EC, Euratom) No 1605/2002 and of Article 38 of Regulation (EC, Euratom) No 2342/2002.
