Notes that the Euro-Mediterranean trade ministers will discuss measures to address the current weakness of Euromed trade and economic relations, a new Euro-Mediterranean Trade Road Map and a new mechanism for facilitating trade and investment in the region; considers that the existing association agreements should be expanded beyond trade in goods to cover agriculture, services, investment and regulatory issues, intellectual property rights and the fight against counterfeiting, competition and public procurement and trade defence instruments in order to move towards a comprehensive free trade agreement;

3. note que les ministres euro-méditerranéens du commerce examineront les mesures nécessaires pour remédier à la faiblesse actuelle des relations économiques et commerciales euro-méditerranéennes, une nouvelle feuille de route pour le commerce euro-méditerranéen ainsi qu'un nouveau mécanisme destiné à favoriser les échanges et les investissements dans la région; estime que les accords d'association existants, limités au commerce des marchandises, devraient être élargis à l'agriculture, aux services, aux investissements et aux problèmes de régulation, aux DPI et à la lutte contre la contrefaçon, à la concurrence et aux marchés publics ainsi qu'aux instruments de défense commerciale, de façon à parvenir à un accord de libre-échange qui soit complet;

27. Urges continued efforts on the part of the CEFTA parties towards a reduction of all non-tariff barriers and of all tariffs and quotas for trade in agricultural products; calls on the members of the Pan-Euro-Med group to continue working towards a resolution of the outstanding issues that are currently barring an extension of the Pan-Euro-Med diagonal cumulation scheme to the countries of the Western Balkans;

For Mediterranean partners, assistance and cooperation should take place within the framework of the Euro-Mediterranean Partnership established by the Barcelona Declaration of 28 November 1995 and affirmed at the 10th anniversary Euro-Mediterranean Summit of 28 November 2005, and should take into account the agreement reached in that context on establishing a free-trade area for goods by 2010 and beginning a process of asymmetric liberalisation.

The Action Plans will build on existing bilateral or regional initiatives, such as the EU-Russia Energy Dialogue, the Tacis-funded Inogate programme dealing with the Caspian basin (oil and gas pipeline systems); energy co-operation in the context of the Euro-Mediterranean partnership (in particular the creation of a Euro-Maghreb electricity market, which could be complemented with a gas market, and the agreed Euro-Mediterranean energy networks); enhanced energy co-operation between Israel and the Palestinian Authority; increased gas co-operation in the Mashrek region (all in the Euro-Mediterranean context), as well as Moldova's observer status in the South East Europe Regional Energy Market initiative.
