TRADUCTIONS EN CONTEXTE

65. réaffirme que le partenariat méridional a pour but de rapprocher les deux rives de la Méditerranée en vue de créer un espace de paix, de démocratie, de sécurité et de prospérité pour leurs 800 millions d'habitants, et de fournir à l'Union et à ses partenaires un cadre bilatéral et multilatéral efficace qui leur permette de surmonter les difficultés démocratiques, sociales et économiques, de promouvoir l'intégration régionale, surtout en matière de commerce, et d'assurer leur codéveloppement pour le bien de tous, en vue d'aider les partenaires à construire des États démocratiques, pluralistes et laïques, notamment grâce à des programmes de renforcement des capacités institutionnelles, ainsi qu'en vue de conclure des arrangements équilibrés et ambitieux mutuellement avantageux pour le commerce de biens et de services, précédés des études d'incidences requises et pouvant aboutir à des accords de libre-échange approfondis et complets; estime que cela constituera sûrement le premier pas vers un grand espace économique euro-méditerranéen et pourrait en outre contribuer à atténuer les problèmes économiques de nos partenaires du voisinage méridional et faciliter l'intégration sud-sud;
65. Reaffirms that, for the Southern partnership, the aim is to bring the two shores of the Mediterranean closer together with a view to establishing an area of peace, democracy, security and prosperity for their 800 million inhabitants, and to provide the EU and its partners with an effective bilateral and multilateral framework enabling them to overcome democratic, social and economic challenges, promote regional integration, in particular in relation to trade, and ensure their co-development for the benefit of all, as well as to assist partners in building democratic, pluralistic and secular states, especially through institutional-capacity building programmes, while also developing mutually beneficial, balanced and ambitious arrangements for trade in goods and services, preceded by the relevant impact assessments that can lead to DCFTAs; believes this will surely represent the first step towards a large ‘Euro-Mediterranean Economic Area’ that could also help to alleviate the economic problems of our neighbouring partners in the South and facilitate South-South integration;

21. insiste sur la nécessité de concevoir la PEV dans une optique de stratégie macrorégionale coordonnant au niveau régional les actions de l'Union et celles des États membres; estime qu'au niveau euro-méditerranéen, une synergie pourrait être assurée entre une telle stratégie et les projets multilatéraux lancés dans le cadre de l'Union pour la Méditerranée comme le Plan solaire méditerranéen, la sécurité civile, les autoroutes de la mer ou la dépollution de la Méditerranée.
21. Highlights the need to think of the ENP in terms of macro-regional strategy, with regional-level coordination of Union and Member State actions; at the Euro-Mediterranean level, a synergy could be ensured between such a strategy and the multilateral projects launched in the framework of the Union for the Mediterranean, such as the Mediterranean Solar Plan, civilian security, the ‘marine highways’ or the action to fight pollution in the Mediterranean;

12. fait observer que toute nouvelle libéralisation dans le domaine de l'agriculture et de la pêche doit tenir compte de la nécessité de protéger les biens sensibles en évaluant systématiquement les effets sociaux des processus de libéralisation et les normes phytosanitaires; invite les ministres euro-méditerranéens du commerce à garantir l'application graduelle de ce processus, en gardant à l'esprit le laps de temps nécessaire à la mise en œuvre de réformes fiscales équitables destinées à compenser la diminution des recettes douanières; invite les partenaires euro-méditerranéens à se pencher sur l'idée de la mise en place d'une politique agricole euro-méditerranéenne intégrée, fondée sur la complémentarité de la chaîne logistique et sur une politique viable de l'eau et faisant primer les impératifs de la souveraineté alimentaire sur les considérations commerciales;
12. Stresses that any further liberalisation in the field of agriculture and fisheries should take into account the need to protect sensitive goods while assessing systematically the social impact of liberalisation processes and plant health standards; calls on Euromed trade ministers to ensure that this process is gradual, bearing in mind the time needed to implement equitable tax reforms designed to offset the reduction in customs-related fiscal revenues; calls on the Euro-Mediterranean partners to consider the concept of an integrated Euro-Mediterranean agricultural policy founded on supply-chain complementarity and on a viable water policy and prioritising food-sovereignty needs over commercial considerations;

9. estime que le système de cumul d'origine devrait être renforcé, étant donné qu'il s'agit d'un instrument douanier utile pour revivifier les échanges dans la région et que les règles d'origine devraient être actualisées et simplifiées pour tenir compte des intérêts des partenaires euro-méditerranéens; invite les ministres euro-méditerranéens du commerce à souscrire à la convention régionale sur les règles d'origine paneuroméditerranéennes, qui pose les jalons de la simplification des règles d'origine, et à prendre des mesures complémentaires destinées à mettre en œuvre le système paneuroméditerranéen de cumul d'origine;

Considers that the cumulation of origin system should be strengthened, since it is a useful customs tool for revitalising trade in the area, and that rules of origin should be updated and simplified in order to take account of the interests of the Euromed partners; calls on the Euro-Mediterranean trade ministers to endorse the regional convention on the Pan-Euro-Mediterranean system of rules of origin, which paves the way for simplification of rules of origin, and to take further steps towards implementing the Pan-Euro-Mediterranean cumulation of origin system;

– having regard to the Euro-Mediterranean Association Agreements between the European Communities and their Member States, of the one part, and Tunisia , Israel , Morocco , Jordan , Egypt , Lebanon and Algeria , of the other part, and the Euro-Mediterranean Interim Association Agreement on Trade and Cooperation between the Communities and the Palestinian Liberation Organization (PLO) (for the benefit of the Palestinian Authority) ;

CONSIDÉRANT que l'accord euro-méditerranéen établissant une association, conclu entre les Communautés européennes et leurs États membres, d'une part, et le Royaume hachémite de Jordanie, d'autre part, ci-après dénommé «l'accord euro-méditerranéen», a été signé à Bruxelles, le 24 novembre 1997, et est entré en vigueur le 1er mai 2002;
WHEREAS the Euro-Mediterranean Agreement establishing an Association between the European Communities and their Member States, of the one part, and the Hashemite Kingdom of Jordan, of the other part, hereinafter referred to as ‘the Euro-Mediterranean Agreement’, was signed in Brussels on 24 November 1997 and entered into force on 1 May 2002;

Les plans d'action s'inspireront des initiatives bilatérales ou régionales existantes, telles que le dialogue UE-Russie sur l'énergie, le programme Inogate financé sur des fonds Tacis dans le bassin de la mer Caspienne (réseaux d'oléoducs et de gazoducs), la coopération énergétique dans le contexte du partenariat euro-méditerranéen (en particulier la création d'un marché euro-maghrébin de l'électricité, qui pourrait être complété par un marché du gaz et les réseaux euro-méditerranéens homologués en matière d'énergie), le renforcement de la coopération énergétique entre Israël et l'Autorité palestinienne, l'intensification de la coopération « gazière » dans la région du Mashrek (le tout dans le contexte euro-méditerranéen) et l'octroi à la Moldavie du statut d'observateur dans le cadre de l'initiative en faveur du marché régional de l'énergie de l'Europe du Sud-Est.
The Action Plans will build on existing bilateral or regional initiatives, such as the EU-Russia Energy Dialogue, the Tacis-funded Inogate programme dealing with the Caspian basin (oil and gas pipeline systems); energy co-operation in the context of the Euro-Mediterranean partnership (in particular the creation of a Euro-Maghreb electricity market, which could be complemented with a gas market, and the agreed Euro-Mediterranean energy networks); enhanced energy co-operation between Israel and the Palestinian Authority; increased gas co-operation in the Mashrek region (all in the Euro-Mediterranean context), as well as Moldova's observer status in the South East Europe Regional Energy Market initiative.

Lors de l'élaboration du programme indicatif régional (PIR) pour la période 2005-2006, la Commission étudiera de très près les moyens d'y intégrer un soutien en faveur du renforcement des droits de l'homme et de la démocratie ainsi que de la participation de la société civile. la Commission préparera en outre une évaluation de l'impact des différentes réunions du Forum civil tenues préalablement aux réunions des ministres euro-méditerranéens des Affaires étrangères; elle étudiera, dans ce contexte, la façon dont le Forum civil pourrait se structurer, afin que les conclusions de ses réunions puissent avoir un plus grand impact opérationnel sur les activités du partenariat et l'association de la société civile à ces activités.
In the elaboration of the Regional Indicative Programme (RIP) for 2005-6 the Commission will give full consideration to the ways in which to include support for the strengthening of Human Rights and democracy as well as the involvement of civil society. In addition, the Commission will prepare an evaluation of the impact of the various meetings of the Civil Forum which have taken place prior to Euro-Mediterranean meetings of Foreign Ministers; in that context it will consider ways in which the Civil Forum could develop a structure such that the outcomes of its meetings have a more operational impact on the activities of the partnership and the involvement of civil society in them.

Whereas this Euro-Mediterranean Interim Association Agreement on trade and cooperation between the European Community, of the one part, and the Palestine Liberation Organization (PLO) for the benefit of the Palestinian Authority of the West Bank and the Gaza Strip, of the other part, signed in Brussels on 24 February 1997 will serve to consolidate ties between the Palestinians and the European Union in the framework of the Euro-Mediterranean partnership and pave the way for the commencement of negotiations with a view to concluding a Euro-Mediterranean Association Agreement,

CONSIDÉRANT que l'accord euro-méditerranéen établissant une association entre la Communauté européenne et ses États membres, d'une part, et la République tunisienne, d'autre part, ci-après dénommé «accord euro-méditerranéen», a été signé à Bruxelles le 17 juillet 1995, est entré en vigueur le 1er mars 1998 et a été notamment modifié par le protocole à l'accord euro-méditerranéen établissant une association entre la Communauté européenne et ses États membres, d'une part, et la République tunisienne, d'autre part,pour tenir compte de l'adhésion à l'Union européenne de la République tchèque, de la République d'Estonie, de la République de Chypre, de la République de Lettonie, de la République de Lituanie, de la République de Hongrie, de la République de Malte, de la République de Pologne, de la République de Slovénie et de la République slovaque (1) et par la décision no 1/2006 du Conseil d'association UE-Tunisie du 28 juillet 2006 modifiant le protocole no 4 à l'accord euro-méditerranéen, relatif à la définition de la notion de produits originaires et aux méthodes de coopération administrative (2);
CONSIDERING THAT The Euro-Mediterranean Agreement establishing an association between the European Communities and their Member States, of the one part, and the Republic of Tunisia, of the other part, hereinafter referred to as ‘the Euro-Mediterranean Agreement’ was signed in Brussels on 17 July 1995, entered into force on 1 March 1998 and was amended notably by the Protocol to the Euro-Mediterranean Agreement establishing an association between the European Community and its Member States, of the one part, and the Republic of Tunisia, of the other part, to take account of the accession of the Czech Republic, the Republic of Estonia, the Republic of Cyprus, the Republic of Latvia, the Republic of Lithuania, the Republic of Hungary, the Republic of Malta, the Republic of Poland, the Republic of Slovenia and the Slovak Republic to the European Union (1) and by Decision No 1/2006 of the EU-Tunisia Association Council of 28 July 2006 amending Protocol 4 to the Euro-Mediterranean Agreement concerning the definition of the concept of originating products and methods of administrative cooperation (2);
