21. Highlights the need to think of the ENP in terms of macro-regional strategy, with regional-level coordination of Union and Member State actions; at the Euro-Mediterranean level, a synergy could be ensured between such a strategy and the multilateral projects launched in the framework of the Union for the Mediterranean, such as the Mediterranean Solar Plan, civilian security, the ‘marine highways’ or the action to fight pollution in the Mediterranean;

8. rappelle que le sommet de Paris a arrêté six grands secteurs stratégiques horizontaux (la protection civile, les autoroutes de la mer et les autoroutes terrestres, la dépollution de la Méditerranée, le plan solaire méditerranéen, l'Initiative pour l'expansion des affaires en Méditerranée et l'université euro-méditerranéenne), dont une majorité fait déjà l'objet de projets engagés dans le cadre du partenariat EuroMed; souligne dès lors l'importance d'une évaluation minutieuse des programmes régionaux et des moyens déjà mis en œuvre dans le cadre du partenariat euro-méditerranéen et souhaite que la sélection des projets financés dans le cadre de l'UpM repose sur le critère de la valeur ajoutée au niveau tant régional que local; plaide pour la mise en œuvre rapide de ces projets prioritaires;

Recalls that the Paris Summit identified six main horizontal strategic sectors (civil protection, maritime and land highways, de-pollution of the Mediterranean, the Mediterranean solar energy plan, the Mediterranean Business Development Initiative and the Euro-Mediterranean University), in most of which projects have already been undertaken as part of the EuroMed partnership; underlines, therefore, the importance of carrying out a highly detailed assessment of the regional programmes and of the resources already used within the framework of the EuroMed partnership and hopes that the selection of projects funded under the UfM will be based on the added value criterion at both regional and local level; calls for the swift implementation of these priority projects;

Le processus euro-méditerranéen offre également la possibilité de poursuivre la coopération au niveau régional; cette collaboration est déjà en cours entre les ministères de l’environnement. Il y a aussi à présent des réunions annuelles des directeurs de l’administration des eaux des pays euro-méditerranéens.
The Euro-Mediterranean Process also offers the possibility to pursue cooperation at regional level and such collaboration is already underway between environment ministries and there are now also annual meetings of the Euro-Mediterranean Water Directors.

Par ailleurs, le dialogue politique se verra renforcé dans le cadre des structures officielles de réunion qui existent au niveau de la coopération entre l'UE et les pays tiers (partenariat euro-méditerranéen, politique européenne de voisinage) ou au niveau international (Nouveau partenariat pour le développement de l'Afrique, Union africaine).
Furthermore, political dialogue will be strengthened within the framework of the official structures of meetings for cooperation between the EU and third countries (Euro-Mediterranean Partnership, European Neighbourhood Policy) or at international level (New Partnership for African Development, African Union).

Les plans d'action s'inspireront des initiatives bilatérales ou régionales existantes, telles que le dialogue UE-Russie sur l'énergie, le programme Inogate financé sur des fonds Tacis dans le bassin de la mer Caspienne (réseaux d'oléoducs et de gazoducs), la coopération énergétique dans le contexte du partenariat euro-méditerranéen (en particulier la création d'un marché euro-maghrébin de l'électricité, qui pourrait être complété par un marché du gaz et les réseaux euro-méditerranéens homologués en matière d'énergie), le renforcement de la coopération énergétique entre Israël et l'Autorité palestinienne, l'intensification de la coopération « gazière » dans la région du Mashrek (le tout dans le contexte euro-méditerranéen) et l'octroi à la Moldavie du statut d'observateur dans le cadre de l'initiative en faveur du marché régional de l'énergie de l'Europe du Sud-Est.
The Action Plans will build on existing bilateral or regional initiatives, such as the EU-Russia Energy Dialogue, the Tacis-funded Inogate programme dealing with the Caspian basin (oil and gas pipeline systems); energy co-operation in the context of the Euro-Mediterranean partnership (in particular the creation of a Euro-Maghreb electricity market, which could be complemented with a gas market, and the agreed Euro-Mediterranean energy networks); enhanced energy co-operation between Israel and the Palestinian Authority; increased gas co-operation in the Mashrek region (all in the Euro-Mediterranean context), as well as Moldova's observer status in the South East Europe Regional Energy Market initiative.
