This choice may seem baffling when compared with the limited resources allocated to the project - EUR 137 million over seven years - in view of the task which the Commission has set itself. Admittedly, the programme is not aimed at funding the operational security of critical infrastructure as such. However, it is intended to reduce the vulnerability of such infrastructure where the alteration or halting of their activity might have serious repercussions on human lives, the environment, economic and financial activity, or the functioning of democracy and the rule of law in all or part of the European Union.
