– having regard to the ECB's Governing Council proposals of 10th June 2010 entitled 'Reinforcing Economic Governance in the Euro Area',

– vu la note de travail des services du FMI de septembre 2013 intitulée "Towards a fiscal union for the euro area" (Vers une union budgétaire pour la zone euro),
– having regard to the IMF staff discussion note of September 2013 entitled ‘Towards a fiscal union for the euro area’,

40. déplore que la troïka ait forgé des hypothèses parfois trop optimistes, en particulier pour la croissance et l'emploi, notamment en raison de la sous-estimation des effets induits à l'échelle transnationale (comme la Commission l'admet dans son rapport intitulé «Fiscal consolidations and spillovers in the Euro area periphery and core» , les consolidations budgétaires et ses retombées au cœur et à la périphérie de la zone euro), des résistances politiques au changement dans certains États membres et des conséquences économiques et sociales des programmes d'ajustement; déplore que cette situation ait eu des incidences sur l'analyse par la troïka de l'interaction entre la consolidation budgétaire et la croissance; fait observer que, par conséquent, les objectifs budgétaires n'ont pas pu être atteints selon le calendrier prévu;
40. Deplores the sometimes overoptimistic assumptions made by the Troika, especially as far as growth and unemployment are concerned, deriving inter alia from the insufficient recognition of cross border spillovers (as recognised by the Commission in its report ‘Fiscal consolidations and spillovers in the Euro area periphery and core’), political resistance to change in some Member States, and the economic and social impact of adjustment; deplores the fact that this also affected the Troika’s analysis of the interplay between fiscal consolidation and growth; notes that as a result fiscal targets could not be fulfilled within the timeframe foreseen;
