H. whereas targeted killings take place on a regular basis; whereas an assassination attempt took place against the Chief of Staff of Burundi’s army; whereas a leading Burundian general and close aide to President Nkurunziza was killed in a rocket attack on his car in the capital, Bujumbura; whereas police forces have been targeted and killed; whereas at least nine civilians were reportedly summarily executed by the API police unit on 13 October 2015;

E. considérant que les Nations unies ont décidé de proroger le mandat de la Minusca jusqu'au 30 avril 2016 et de fixer son effectif maximal autorisé à 10 750 militaires, dont 480 observateurs militaires et officiers d'état-major, et 2 080 policiers, dont 400 agents de police et 40 responsables des questions pénitentiaires;
E. whereas the UN decided to extend the mandate of MINUSCA until 30 April 2016 with an authorised troop ceiling of 10 750 military personnel, including 480 military observers and military staff officers, and 2 080 police personnel, including 400 individual police officers and 40 corrections officers;

The EU is on the way to developing into a Security and Defence Union, covering external, as well as internal, aspects of security, the fight against international terrorism and natural disaster management with the following elements: the commitment of the Member States to be able to deploy 60 000 soldiers within 60 days and sustain them for one year for peacekeeping and peacemaking operations, the building-up of 13 battle groups deployable at short notice, the development of capabilities for civilian crisis management in the area of police operations, the rule of law, civilian administration and civil protection, a European structure of command consisting of a Political and Security Committee, a Military Committee, a Military Staff and a Civilian and Military Cell with a nascent Operations Centre, the European Gendarmerie Force, the European Defence Agency, Europol, the European arrest warrant, common rules for arms procurement and arms exports, and a European security research programme.

13. invite par conséquent le prochain Conseil européen à arrêter les décisions politiques et institutionnelles nécessaires pour rendre la PECSD pleinement opérationnelle en 2003, en créant ses organes définitifs (COPS - Comité politique et de sécurité, commission militaire et état-major militaire), en instituant un Conseil de ministres de la défense et en consacrant les mêmes efforts à la réalisation des objectifs fixés par ces derniers pour la gestion des crises civiles, notamment en instaurant une force européenne de police à déploiement rapide;
13. Calls, therefore, on the forthcoming European Council to take the political and institutional decisions required to make the CESDP fully operational in 2003 by setting up the definitive CESDP bodies (Political and Security Committee (COPS), Military Committee and Military Staff), by establishing a Council of Ministers of Defence and by devoting the same effort to achieving the goals they have set regarding civilian crisis-management, in particular by establishing a rapidly deployable European police force;
