Recalls the richness of the marine, coastal and terrestrial ecosystems of the participating countries; notes that the Adriatic Sea is home to nearly half (49 %) of all recorded Mediterranean marine species and is the most unusual subregion of the Mediterranean due to its shallowness, restricted flows, and the large influence of rivers; calls for joint efforts in taking all possible measures, such as the use of clean fuels for maritime transport and logistics, in order to preserve the biodiversity of the marine environment and the transnational terrestrial habitats as well as to prevent and reduce the pollution of the sea and other threats to coastal and marine biodiversity; stresses the importance of protecting endangered marine and terrestrial species, such as Mediterranean monk seals, olms, lynxes, griffon vultures and others, and calls on the participating countries to implement proportionate measures to fulfil this objective;

The timelines for maritime spatial plans should therefore, where possible, be coherent with the timetables set out in other relevant legislation, especially: Directive 2009/28/EC, which requires the share of energy from renewable sources in gross final consumption of energy in 2020 to be at least 20 % and which identifies coordination of authorisation, certification and planning procedures, including spatial planning, as an important contribution to the achievement of the Union’s targets for energy from renewable sources; Directive 2008/56/EC and point 6 of Part A of the Annex to Decision 2010/477/EU, which require Member States to take the necessary measures to achieve or maintain good environmental status in the marine environment by 2020 and which identify maritime spatial planning as a tool to support the ecosystem-based approach to the management of human activities in order to achieve good environmental status; Decision No 884/2004/EC, which requires that the trans-European transport network be established by 2020 by means of the integration of Europe’s land, sea and air transport infrastructure networks.

99. se félicite que la Commission reconnaisse la nécessité de mettre en place un système global d'aménagement de l'espace afin de garantir un environnement réglementaire stable et une base juridiquement contraignante à la prise de décisions; estime que l'aménagement de l'espace efficace et prenant l'écosystème pour base doit reposer sur un critère essentiel, à savoir que les activités doivent être organisées de telle façon que leurs incidences dommageables pour l'environnement soient réduites pour les zones sensibles sur le plan écologique et que, dans toutes les autres zones, les ressources soient utilisées d'une manière écologiquement durable; insiste, dans ce contexte, sur l'utilisation de l'instrument stratégique d'évaluation environnementale au titre de la directive 2001/42/CE du Parlement européen et du Conseil du 27 juin 2001 relative à l'évaluation des incidences de certains plans et programmes sur l'environnement ; souligne que tout système d'aménagement de l'espace marin au niveau de l'Union européenne doit apporter une valeur ajoutée par rapport aux systèmes et aux plans nationaux, lorsqu'ils existent, se fonder sur les régions et les sous-régions marines, comme le propose la directive sur la stratégie marine, et promouvoir le recours à une approche fondée sur les écosystèmes en matière de gestion marine et la réalisation des objectifs de bon état environnemental, dans le cadre de cette même directive;

Welcomes the recognition by the Commission that a comprehensive system of spatial planning is necessary in order to ensure a stable regulatory environment and a legally binding basis for decision making; considers that an essential criterion for effective ecosystem-based spatial planning must be to organise activities in such a way as to reduce the impact of environmentally damaging activities on ecologically sensitive areas while simultaneously using resources in all other areas in an ecologically sustainable manner; in this context insists on the use of the Strategic Environmental Assessment instrument under Directive 2001/42/EC of the European Parliament and of the Council of 27 June 2001 on the assessment of the effects of certain plans and programmes on the environment ; stresses that any system of marine spatial planning at EU level must add value to national systems and plans, where they exist, be based on the level of marine regions and sub-regions as proposed by the Marine Strategy Directive and be a tool to further the use of an ecosystem-based approach to marine management and the objectives of good environmental status under the Marine Strategy Directive;
