5) Legal environment - Here the Commission intends to : - define its commercial policy with regard to goods and services in space : a number of the general provisions of the services agreement being negotiated by the Commission in the context of the Uruguay Round will have a special importance for the space sector, for instance the issue of regulating the right of access to the space services market, - initiate measures designed to harmonize national legislation bearing on activities carried out from space and to promote the adoption by the Member States of common positions in the international negotiations on space law.
