Underlines that the necessary financial resources for RD concerning climate change have to be increased; is of the opinion that, particularly in view of the scientific uncertainty surrounding the timescale and extent of the problem and the specific geographical areas and productive sectors that will be affected by the consequences of climate change in Europe, it is necessary to earmark funding for climate research, which can be done more effectively at European level and will provide a sound basis for developing climate change adaptation policies; also considers it necessary to increase funding for the Commission initiative to be established with Member States for an integrated and worldwide shared environmental information system in order to improve the availability of data on changes in the environment; since also other measures have to be taken into account such as considerable reinforcement of financing for mitigation and adaptation related to RD projects and programmes;

The new association decision takes over large sections from Lomé IV (including the structure of the text), plus a number of entirely new provisions specific to the OCT. The new elements of Lomé IV taken over by the arrangements for the OCT include the following: - extension of the duration from 5 to 10 years (except the financing provisions, which are concluded for a five-year period): the proposed arrangements will therefore expire on 28 February 2000; - improved financing terms (all projects will be financed by grants); - promotion of decentralized cooperation involving local communities; - emphasis on environmental protection, the role of women, promoting the private sector and services and improving the functioning of Stabex and Sysmin; - greater stress on regional cooperation between ACP countries and OCT in the same geographical area.
