It lays down guidelines in several areas which are not exhaustive but can be supplemented by the parties concerned, i.e. businessmen, but also the Member States: - Improvement of the tax treatment of self-financing for unincorporated enterprises; - Abolition of the tax obstacles to the use of venture capital; - Reduction in the administrative complexity facing enterprises operating across borders via a "permanent establishment" (i.e. without setting up a a separate legal entity to conduct their activities in the otherMember State), by taxing these permanent establishments in the country of residence of the enterprise.
