Les deux programmes visent essentiellement à promouvoir une entente plus étroite entre les peuples de l'Union européenne et des États-Unis d'Amérique et du Canada, y compris une connaissance plus large de leurs langues, de leurs cultures et de leurs institutions[3], et à améliorer la qualité du développement des ressources humaines, tant dans la Communauté européenne qu'aux États-Unis d'Amérique et au Canada.
