Avant cela, la Commission entend toutefois lancer un vaste débat politique avec le Conseil des ministres et le Parlement européen, ainsi qu'un dialogue avec les organisations non gouvernementales et le Haut Commissariat des Nations unies pour les réfugiés (HCR) sur la portée et le contenu d'un futur instrument juridique concernant les procédures d'asile.
Before doing so however, the Commission wants to invite to a broad policy discussion with the Council of Ministers and with the European Parliament, as well as a dialogue with non-governmental organisations and the United Nations High Commissioner for Refugees (UNHCR) on the scope and content of a future legal instrument on asylum procedures.
