John McCallum: With respect to the Canadian International Development Agency (CIDA) and the government’s commitment of $2.85 billion over 5 years for the Muskoka Initiative: (a) for each project or program that qualifies for the renewed $1.75 billion in existing funding, (i) what is its name and objective, (ii) what is the total federal funding commitment, (iii) what is the timeframe for the project or program; (b) for each program or project that qualifies for the new $1.1 billion in funding announced on February 1, 2011, (i) what is its name and objective, (ii) what is the total federal funding commitment, (iii) what is the timeframe for the project or program; (c) for each of the bilateral, multilateral and partnership branches, (i) which partner and country is receiving funding, (ii) how much funding is each partner and country receiving; and (d) what plans does the government have to inform Parliament and the public regarding this spending?

Objectifs du Millénaire pour le développement (OMD): a ter) assumer un rôle moteur pour dynamiser les actions internationales visant à remplir les engagements pris dans le cadre des OMD, compte tenu des signes de plus en plus manifestes que le monde s'éloigne des promesses faites dans le cadre des OMD; a quater) appuyer l'initiative prise par le "MDG gap task force" (groupe de réflexion sur le retard pris dans la réalisation des OMD) de surveiller la tenue des engagements mondiaux concernant l'aide, le commerce, l'allègement de la dette et l'accès aux médicaments et technologies essentiels; a quinquies) appeler à l'organisation urgente de la conférence de haut niveau des Nations unies sur la crise financière et économique mondiale et ses conséquences sur le développement, dont le principe a été adopté en 2008, lors de la conférence de Doha sur le financement du développement; a sexies) poursuivre les discussions autour de l'initiative "Business Call to Action" et des engagements à financer et soutenir les efforts consentis dans le cadre des OMD, en abordant également la question de savoir comment associer ces actions à une augmentation de la responsabilité du secteur privé; a septies) plaider, parallèlement à toutes ces initiatives, pour une adhésion aux principes consacrés par la déclaration de Paris sur l'efficacité de l'aide et au programme d'action d'Accra, afin d'améliorer la qualité et la distribution de l'aide; a octies) saisir l'occasion de la 64 Assemblée générale des Nations unies pour faire le point sur les progrès réalisés en vue d'atteindre les objectifs intermédiaires du programme d'action de l'Union relatif aux OMD; a nonies) inviter la Commission à présenter un rapport sur les avancées réalisées dans la mise en œuvre des contrats OMD et à encourager d'autres donateurs à fournir une plus grande part de leur aide sur une base à long terme et prévisible, sous la forme d'un appui budgétaire;
Millennium Development Goals (MDGs) (ab) exercise global leadership in galvanising international action to deliver on the MDG pledges in view of the growing evidence that the world is falling far short of the promises made in relation to the MDGs; (ac) support the "MDG gap task force" initiative to monitor global commitments on aid, trade, debt relief and access to essential medicines and technology; (ad) call for the urgent organisation of the high-level UN conference on the world financial and economic crisis and its impact on development, which was agreed at the 2008 Doha Financing for Development conference; (ae) pursue discussion of the Business Call to Action initiative and the commitments to funding and supporting MDG efforts, including how this could be matched by an increase in accountability from the corporate sector; (af) advocate, in tandem with all these initiatives, signing up to the principles enshrined in the Paris Declaration on Aid Effectiveness, and to the Accra Agenda for Action, in order to improve the quality and delivery of aid; (ag) use the occasion of the 64th UNGA to report on the progress made towards meeting the benchmarks set out in the EU Agenda for Action on MDGs; (ah) invite the Commission to report on the progress made in implementing MDG contracts and encourage other donors to deliver more of their aid on a long-term, predictable basis in the form of budget support;

Notes further a reference in the KPMG report under off-balance sheet commitments to an undertaking by the ECA to acquire land for a further extension (the K3 project); notes that the K3 project is intended to meet the ECA's expected needs arising from the future accession of Bulgaria, Romania and one other country at an estimated cost of EUR 26 450 000 (April 2003 prices) ; notes the ECA's wish "to distribute the risks associated with such a project more widely, so that these are not ultimately borne to such a large degree by the European taxpayer"; asks to be informed about how this aim will be achieved, with special reference to financial liability for cost overruns;

IS ENCOURAGED by the positive, forward-looking contributions made in discussions on future action to tackle climate change at the UNFCCC Seminar of Governmental Experts in May 2005; WELCOMES the commitment of the G8 countries to moving forward the global discussion on long-term co-operative action to address climate change at the UN Climate Change Conference in Montreal in December 2005. RECOGNISES that Article 3(9) of the Kyoto Protocol provides that the first Conference of the Parties serving as the Meeting of the Parties to the Protocol shall initiate the consideration of further commitments to be undertaken by developed countries at least seven years before the end of the first commitment period; and STRESSES that the COP/MOP should therefore initiate such considerations at its first meeting in December 2005 in Montreal; RECALLS also that Article 9 provides for a first review of the Kyoto Protocol at the second session of the Conference of the Parties serving as the meeting of the Parties to the Protocol, and that this review is to be coordinated with pertinent reviews under the United Nations Framework Convention on Climate Change. In preparing for COP 11 - COP/MOP 1, LOOKS FORWARD to initiating a process among all Parties to the United Nations Framework Convention on Climate Change to explore how further to implement this Convention to achieve its ultimate objective by developing a post 2012 arrangement, building on the experiences to date in tackling climate change, including inter alia market-based instruments, focusing in particular on environmental effectiveness, improving cost-efficiency, broadening participation in line with common but differentiated responsibilities and respective capabilities, advancing development goals in a sustainable manner, building a global carbon market, exploiting the full potential of existing technologies and exploring new ones as well as tackling adaptation; and STRESSES the need for a clear timetable for such a process, ...
