Condemns the desire to make certain US legislation, such as the Helms-Burton and Amato-Kennedy Acts, apply extraterritorially, which is in total contradiction with the international commitments entered into by the United States, and hopes that the transatlantic dialogue will not shrink from tackling such delicate issues quite frankly, and will not restrict itself to agreed topics where a consensus can easily be achieved;

Il n'est pas acceptable que les USA repondent aux offres de negociation presentees par la CEE dans le cadre des procedures prevues a cet effet par le GATT en epinglant trois problemes ponctuels au risque de se faire les porte-paroles d'interets partiels et partiaux au detriment des interets generaux de la communaute americaine elle-meme. Il faut souligner fermement que la Communaute ne se laissera pas intimider et que si les Etats-Unis oubliaient leurs engagements internationaux au point de s'engager dans la voie des mesures de retorsion unilaterales contre la Communaute, celle-ci se verrait contrainte de risposter.
