3. Lorsque, soit sur la base des conclusions du rapport visé à l’article 14, soit sur la base des éléments de preuve disponibles, la Commission éprouve un doute raisonnable quant au fait qu’un pays bénéficiaire du SPG+ respecte ses engagements contraignants visés à l’article 9, paragraphe 1, points d), e) et f), ou a formulé une réserve interdite par une des conventions pertinentes ou incompatible avec l’objet ou la finalité de cette convention conformément à ce qui est établi à l’article 9, paragraphe 1, point c), elle adopte, en conformité avec la procédure consultative visée à l’article 39, paragraphe 2, un acte d’exécution ouvrant une procédure de retrait temporaire du bénéfice des préférences tarifaires prévues au titre du régime spécial d’encouragement en faveur du développement durable et de la bonne gouvernance.
3. Where, either on the basis of the conclusions of the report referred to in Article 14 or on the basis of the evidence available, the Commission has a reasonable doubt that a particular GSP+ beneficiary country does not respect its binding undertakings as referred to in points (d), (e) and (f) of Article 9(1), or has formulated a reservation which is prohibited by any of the relevant conventions or which is incompatible with the object and purpose of that convention as established in point (c) of Article 9(1), it shall, in accordance with the advisory procedure referred to in Article 39(2), adopt an implementing act to initiate the procedure for the temporary withdrawal of the tariff preferences provided under the special incentive arrangement for sustainable development and good governance.
