Enfin, je suis surpris par la somme de 10,3 milliards d’euros de «restant à liquider» soit un quart des fonds engagés, et il est impératif que la Commission réduise encore plus drastiquement ces fonds, notamment les engagements anciens et dormants.
Finally, I am surprised at the sum of EUR 10.3 billion of ‘outstanding commitments’ which is 25% of the total funds committed, and it is imperative that the Commission should reduce these funds still more drastically, especially old and dormant commitments.

Quelle honte de voir que dans ce budget, le premier ministre et le gouvernement ont encore une fois renié cet engagement de longue date qui avait été pris par l'ancien premier ministre Lester Pearson et qui prévoyait que le Canada montrerait l'exemple en consacrant 0,7 p. 100 de son PIB à des programmes d'aide internationale.
It has to be one of the biggest disgraces of this budget that the Prime Minister and the government yet again have turned their backs on the long established commitment made by a previous prime minister, Lester Pearson, that Canada would lead the way in committing 0.7% of our GNP to overseas development assistance.

Face aux difficultés annoncées à satisfaire des engagements anciens et nouveaux, comment est-il possible d’accepter qu’on accorde, pour 2001, aux États membres pratiquement 10 milliards d’euros encore inutilisés ?
Given the well-documented difficulties in meeting certain longstanding and more recent commitments, how can we accept the fact that in 2001, Member States have been given back almost EUR 10 billion, which remain unused?

Le Conseil se réjouit de l'amélioration continue des résultats financiers depuis 2000 et invite la Commission à fixer des objectifs afin d'éliminer autant que faire se peut son ancien reste à liquider ainsi que ses engagements dormants et à raccourcir encore les délais de la mise en œuvre de l'aide dans toutes les régions.
15. The Council welcomes the steady improvement in financial performance since 2000, and invites the Commission to set targets to eliminate as far as possible its old RAL (Reste à Liquider) and inactive commitments, and to further increase the speed of delivery across all regions.
