On pourrait peut-être aussi avoir une espèce d'échelle de corruption pour les gouvernements: ceux qui sont corrompus de façon endémique vont poser énormément de difficultés; il y a aussi ceux qui sont corrompus de manière occasionnelle ou opportuniste, et là on peut avoir une définition plus souple de la notion de corruption.
I suppose also you could look at corrupt governments along the scale of corruption: those that are endemically corrupt and are going to be very difficult to deal with; those that are occasionally and opportunistically corrupt; and then even a softer definition of what constitutes corruption.
