It recommended that the NWAC and the AFN be consulted on developing new legislation or amending the Indian Act; that financial aid be provided to first nations to develop their own matrimonial real property codes; that any new legislation not apply to first nations that had developed their own code; that the Canadian Human Rights Act be amended to apply to individuals living on reserves; and that Canada recognize the first nations’ inherent right of self-government.
