Anita Gradin, membre de la Commission chargée de la Justice et des Affaires Intérieures, a rendu hommage à l'engagement des associations d'apporter leur contribution à la mise en oeuvre de l'une des recommendations du Plan d'action de lutte contre le crime organisé adopté par le Conseil Européen en 1997, indiquant que "même si c'est la Commission qui a pris l'initiative de lancer l'idée et les grandes lignes de cette Charte, ce n'est que grâce à l'effort et à l'engagement des associations elles-mêmes que cette idée a pu devenir une réalité".
