Definition: Considerable cultural variations occur in the presentation of this disorder, and two main types occur, with substantial overlap. In one type, the main feature is a complaint of increased fatigue after mental effort, often associated with some decrease in occupational performance or coping efficiency in daily tasks. The mental fatiguability is typically described as an unpleasant intrusion of distracting associations or recollections, difficulty in concentrating, and generally inefficient thinking. In the other type, the emphasis is on feelings of bodily or physical weakness and exhaustion after only minimal effort, accompanied by a feeling of muscular aches and pains and inability to relax. In both types a variety of other unpleasant physical feelings is common, such as dizziness, tension headaches, and feelings of general instability. Encourages the partners to reinforce their common efforts to promote peace, prosperity and progress in the Middle East on the basis of the successive initiatives undertaken by the Quartet in accordance with the Road Map, ensuring at each stage a regular, strong joint Quartet presence and dialogue at a high level; stresses the importance of a common approach towards the newly elected Palestinian Authority, insisting on the principles of non-violence, recognition of the state of Israel and acceptance of previous agreements and obligations, including the Road Map; calls on Israel and the Palestinian Authority to avoid unilateral actions which could prejudice final status issues; urges the Palestinian Authority to do its utmost to prevent acts of terrorism and Israel to stop settlement expansion and the building-up of the barrier on Palestinian soil; is of the view that commitment by the newly elected Palestinian Authority to the above-mentioned principles outlined by the Quartet on 30 January 2006 is essential in order to achieve the final aim of two democratic states, Israel and Palestine, living side by side in peace and security; supports efforts towards effective humanitarian aid for the Palestinian people following the recent suspension of EU financial assistance to the Palestinian Authority;

Group No. 1 Mr. Bernier (Bonaventure Gaspé Îles-de-la-Madeleine Pabok), seconded by Mr. Godin (Châteauguay), moved Motion No. 1, That Bill C-27 be amended by adding after line 10 on page 3 the following new clause: ``1.1 The Act is amended by adding the following after section 2: 2.1 The objectives of this Act include the implementation of the Agreement, in accordance with which, in order to conserve and manage straddling fish stocks and highly migratory fish stocks, coastal States and States fishing on the high seas shall, in giving effect to their duty to cooperate in accordance with the United Nations Convention on the Law of the Sea of 10 December 1982: (a) adopt measures to ensure long-term sustainability of straddling fish stocks and highly migratory fish stocks and promote the objective of their optimum utilization; (b) ensure that such measures are based on the best scientific evidence available and are designed to maintain or restore stocks at levels capable of producing maximum sustainable yield, as qualified by relevant environmental and economic factors, including the special requirements of developing States, and taking into account fishing patterns, the interdependence of stocks and any generally recommended international minimum standards, whether subregional, regional or global; (c) apply the precautionary approach in accordance with article 6 of the Agreement; (d) assess the impacts of fishing, other human activities and environmental factors on target stocks and species belonging to the same ecosystem or dependent upon or associated with the target stocks; (e) adopt, where necessary, conservation and management measures for species belonging to the same ecosystem or dependent on or associated with the target stocks, with a view to maintaining or restoring populations of such species above levels at which their reproduction may become seriously threatened; (f) minimize pollution, waste, discards, catch by lost or abandoned gear, catch of non-ta ...

L'action commune devrait être préparée sur la base des orientations suivantes : - l'action commune est fondée sur le consensus parmi les partenaires en faveur d'une prorogation illimitée et inconditionnelle du TNP ; - il convient de déployer conjointement des efforts pour promouvoir cet objectif auprès des Etats parties au Traité qui pourraient ne pas partager cette conviction ; - l'objectif d'universalité du TNP exige que des efforts soient déployés conjointement pour convaincre les Etats qui ne sont pas encore parties au Traité d'y adhérer, si possible avant 1995, et pour aider les Etats disposés à y adhérer à accélérer leur adhésion ; - afin d'accroître les chances de réussite de la Conférence de 1995 sur le TNP, il est nécessaire d'entreprendre des démarches en vue = de promouvoir la participation aux deux dernières sessions du PREPCOM qui se tiendront respectivement à Genève et à New York, ainsi qu'à la Conférence de 1995 elle-même ; = d'élargir le consensus en faveur de l'objectif d'une prorogation illimitée et inconditionnelle du TNP.
The joint action should be prepared along the following lines: - the basis for the joint action is consensus among partners that the NPT should be extended indefinitely and unconditionally; - joint efforts have to be made in order to promote this goal among States parties to the Treaty which might not share this conviction; - the aim of universality of the NPT requires joint efforts in order to convince States which are not yet parties to the NPT to accede, if possible before 1995, and to assist the States ready to accede in accelerating their accession; - in order to enhance the prospects for a successful outcome of the 1995 NPT Conference, demarches have to be made with a view to = promoting participation in the remaining two PREPCOM sessions in Geneva and New York respectively and the 1995 Conference itself; = widening consensus on the aim of indefinite and unconditional extension of the NPT.
