Si les menaces envers le Canada sont réelles et que nous ne pouvons pas les déjouer tout seuls, qu'il nous faut les régler dans un cadre bilatéral, nous devons donc négocier des arrangements visant à protéger la souveraineté canadienne, et effectivement étoffer notre sécurité sans atteinte à notre souveraineté.
If there are real threats to Canada that we feel we cannot cope with on our own and we need to deal with them on a bilateral basis, then we must negotiate arrangements that will protect Canadian sovereignty, indeed, enhance it, by ensuring that we have a cooperative relationship with the United States, or whoever the other partner would be, that affords us that enhanced security but does not diminish our sovereignty.
