The declaration aims to ensure that social progress goes hand-in-hand with economic development and covers the right to freedom of association, the right to collective bargaining, the abolition of child labour, the elimination of forced or compulsory labour and the elimination of discrimination in respect of employment and occupation.

[According to the declaration] all Members, even if they have not ratified the Conventions in question, have an obligation arising from the very fact of membership in the Organization, to respect, to promote and to realize, in good faith and in accordance with the Constitution, the principles concerning the fundamental rights which are the subject of those Conventions, namely: (a) freedom of association and the effective recognition of the right to collective bargaining; (b) the elimination of all forms of forced or compulsory labour; (c) the effective abolition of child labour; and (d) the elimination of discrimination in respect of employment and occupation.

23. Stresses the need for greater cooperation between the WTO, UNCTAD, the ILO and other international organisations with regard to the complementarity of their policies; considers that coherence among the measures undertaken is essential in promoting decent work and guaranteeing it in practice; proposes that the ILO be granted observer status at the WTO; addresses the parliaments of other WTO members to ask them to support this request;

Ce n'est pas très loin dans la convention que l'on doit chercher, où on peut y lire, et je cite: «Tout membre pour lequel la présente Convention est en vigueur s'engage à poursuivre une politique nationale visant à assurer l'abolition effective du travail des enfants et à élever progressivement l'âge minimum d'admission à l'emploi ou au travail à un niveau permettant aux adolescents d'atteindre le plus complet développement physique et mental».
You do not have to look very far in the Convention to find where it states that State Parties shall adopt a national policy to effectively abolish child labour and to progressively raise the minimum age for admissions to employment or work at a level that would allow teenagers to reach their full physical and mental potential. Yes, children can work, but only in conditions where they will have hope and be able to physically and mentally develop.
