Dans l’exécution des obligations au titre de la présente directive, il devrait être tenu compte du fait que les eaux marines placées sous la souveraineté et la juridiction des États membres ou sur lesquelles s’exercent des droits souverains des États membres font partie intégrante des quatre régions marines recensées à l’article 4, paragraphe 1, de la directive 2008/56/CE, à savoir la mer Baltique, l’Atlantique du Nord-Est, la mer Méditerranée et la mer Noire.
In implementing the obligations under this Directive, account should be taken of the fact that marine waters covered by the sovereignty or sovereign rights and jurisdiction of Member States form an integral part of the four marine regions identified in Article 4(1) of Directive 2008/56/EC, namely the Baltic Sea, the North-east Atlantic Ocean, the Mediterranean Sea and the Black Sea.

(3 bis) La politique et la législation de l'Union relatives au thon rouge de l'Atlantique doivent être conformes à la directive 2008/56/CE du Parlement européen et du Conseil du 17 juin 2008 établissant un cadre d'action communautaire dans le domaine de la politique pour le milieu marin (directive-cadre "stratégie pour le milieu marin") et à la décision 2010/477/UE de la Commission du 1 septembre 2010 relative aux critères et aux normes méthodologiques concernant le bon état écologique des eaux marines, qui demande aux États membres de prendre des mesures afin de s'assurer que la biomasse du stock reproducteur de l'ensemble des populations des espèces de poissons exploitées à des fins commerciales, y compris le thon rouge, égale ou dépasse une biomasse du stock reproducteur correspondant à la production maximale équilibrée d'ici à 2020 au plus tard.
(3a) Union policy and legislation in relation to bluefin tuna should be consistent with Directive 2008/56/EC of the European Parliament and of the Council of 17 June 2008 establishing a framework for community action in the field of marine environmental policy (Marine Strategy Framework Directive) and Commission Decision 2010/477/EU of 1 September 2010 on criteria and methodological standards on good environmental status of marine waters, which require Member States to take action to ensure that, by 2020, at the latest, the spawning stock biomass of all populations of commercially exploited fish, including bluefin tuna, is at or above the spawning stock biomass associated with maximum sustainable yield.

Une stratégie pour la région atlantique à laquelle participent les États membres et leurs régions devrait également accorder la priorité à de nouveaux domaines d’innovation dans l’économie et la science, en particulier les nouveaux produits et services liés à l’environnement, aux énergies renouvelables et marines, à la biotechnologie marine relative aux aliments, à la santé et aux produits et services à forte technologie intelligente.
A strategy for the Atlantic region in which the Member States and their regions participate should also prioritise new areas of innovation in the economy and science, in particular, new products and services linked to the environment, to renewable and marine energy, to food-related marine biotechnology, to health and smart technology-intensive products and services.

(21) La présente directive devrait contribuer au respect des obligations de la Communauté et des États membres découlant de plusieurs autres accords internationaux connexes en vertu desquels ils ont contracté d'importants engagements ayant trait à la protection du milieu marin contre la pollution: la convention sur la protection de l'environnement marin de la zone de la mer Baltique, approuvée par la décision 94/157/CE du Conseil , la convention pour la protection du milieu marin de l'Atlantique du Nord-Est, approuvée par la décision 98/249/CE du Conseil , sa nouvelle annexe V sur la protection et la conservation des écosystèmes et de la diversité biologique de la zone maritime et l'appendice III correspondant, approuvés par la décision 2000/340/CE du Conseil , ainsi que la convention pour la protection du milieu marin et de la zone côtière de la mer Méditerranée, approuvée par la décision 77/585/CEE du Conseil , et les modifications y apportéees en 1995 et approuvées par la décision 1999/802/CE du Conseil , de même que son protocole relatif à la protection de la mer Méditerranée contre la pollution d'origine tellurique, approuvé par la décision 83/101/CEE du Conseil .
(21 ) This Directive should contribute to the fulfilment of the obligations of the Community and the Member States under several other relevant international agreements under which they have entered into important commitments relating to the protection of the marine environment from pollution: the Convention on the Protection of the Marine Environment of the Baltic Sea Area, approved by Council Decision 94/157/EC , the Convention for the Protection of the Marine Environment of the North-East Atlantic, approved by Council Decision 98/249/EC , and its new Annex V on the Protection and Conservation of the Ecosystems and Biological Diversity of the Maritime Area and the corresponding Appendix 3 , approved by Council Decision 2000/340/EC , and the Convention for the Protection of the Marine Environment and the Coastal Region of the Mediterranean, approved by Council Decision 77/585/EEC , and its amendments from 1995, approved by Council Decision 1999/802/EC , as well as its Protocol for the Protection of the Mediterranean Sea Against Pollution from Land-Based Sources, approved by Council Decision 83/101/EEC .

(11) Regard should be had to the existing agreements on accidental pollution, such as the Agreement for cooperation in dealing with pollution of the North Sea by oil and other harmful substances, 1983 (Bonn Cooperation Agreement), which facilitate mutual assistance and cooperation between Member States in this field, as well as to the relevant international conventions and agreements for the protection of European maritime areas from pollution incidents, such as the International Convention on Oil Pollution Preparedness, Response and Cooperation, 1990 (OPRC Convention) developed under the auspices of the IMO, the Convention for the Protection of the Marine Environment of the North-East Atlantic of 22 September 1992 (OSPAR Convention), the Barcelona Convention, the Helsinki Convention and the Lisbon Agreement.
