Underlines the important benefits of the Customs Union (CU) between the EU and Turkey; recalls that, since the start of the CU in 1996, the value of bilateral trade between Turkey and the EU has increased more than fourfold, with a parallel significant rise in foreign direct investment from the EU to Turkey and deeper integration between Turkish and European firms for the benefit of both sides; points to the recent evaluation of the CU by the World Bank, which stresses the need to introduce a number of reforms to maintain an environment conducive to close economic cooperation, including in the future; points, in particular, to the need to (i) extend the scope of the CU to agricultural products, services and public procurement, (ii) create favourable conditions for continued growth in trade, including the facilitation of visas for business travellers, and (iii) introduce closer consultation and information-sharing mechanisms between the EU and Turkey on the impact on Turkey of Free Trade Agreements signed by the EU with third countries, including the Transatlantic Trade and Investment Partnership (TTIP) agreement with the USA;

I would just like to put to the House that there are concerns about the UK and Ireland – and maybe the Commission can update me, if there is an update about this particular issue – because, while there is support for the principle of mutual assistance between the customs authorities, I think that both Member States, Ireland and the UK, have reservations on the exchange of information between these authorities on the use of VAT numbers in Article 2a(f) and contend that the exchange of information using VAT numbers is de facto, the exchange of fiscal information falling outside the scope of the proposed legal base.

Cooperation on trade In this field, the objective will be to develop and diversify bilateral trade between the EC and Vietnam and to improve access to markets; this chapter will provide for the application of the "most favoured nation" system. It will concern: the study of ways and means to eliminate trade barriers, in particular non-tariff barriers, between the parties, while taking account of the differences between their systems, and of work carried out in this area by international bodies; the improvement of cooperation between the parties' respective customs authorities, in particular with regard to training, simplifying and harmonizing customs procedures, and preventing, detecting and penalizing customs offences; exchange of information about mutually advantageous trade opportunities.
