Relations with Bulgaria and Romania The Council adopted Decisions concerning the conclusion of two exchanges of letters amending the Interim Agreements and the Europe Agreements: - approving the exchange of letters between the EC and Bulgaria amending the Interim Agreement on trade and trade-related measures between the EEC and the ECSC, of the one part, and the Republic of Bulgaria, of the other part, and the Europe Agreement establishing an association between the EC and its Member States, of the one part, and the Republic of Bulgaria, of the other part, both as amended by the Additional Protocol signed on 21 December 1993; - approving the Agreement in the form of an exchange of letters between the EC and Romania amending the Interim Agreement on trade and trade- related measures between the EEC and the ECSC, of the one part, and Romania, of the other part, and the Europe Agreement establishing an association between the EC and its Member States, of the one part, and Romania, of the other part, both as amended by the Additional Protocol signed on 21 December 1993.

RELATIONS AVEC LA TURQUIE Le Conseil, dans le cadre de la préparation de la position à prendre lors de la 36ème session du Conseil d'Association avec la Turquie, a marqué son accord unanime sur les éléments constitutifs d'un paquet d'ensemble concernant : - le cadre politique général pour le développement des relations futures entre l'Union européenne et la Turquie, d'une part, et Chypre, d'autre part, ainsi que l'union douanière avec la Turquie ; - le projet de décision du Conseil d'Association CE-Turquie concernant l'union douanière ; - le projet de résolution du Conseil d'Association CE-Turquie sur le développement de la coopération, y compris le dialogue politique ; - la déclaration de la Communauté concernant la coopération financière ; ainsi que les éléments pour l'intervention à faire par le Président du Conseil au nom de l'Union européenne lors du Conseil d'Association comportant une importante partie consacrée au problème des droits de l'homme en Turquie.
RELATIONS WITH TURKEY In connection with the preparation of the position to be adopted at the 36th meeting of the EC-Turkey Association Council, the Council unanimously agreed on the components of a global package concerning: - the general political framework for developing future relations between the European Union and Turkey, on one hand, and Cyprus, on the other hand, and the customs union with Turkey; - the draft Decision of the EC-Turkey Association Council on Customs Union; _ the draft Resolution of the EC-Turkey Association Council with regard to the development of cooperation, including political dialogue; - the Community declaration concerning financial cooperation; and the outline of the statement to be made by the President of the Council on behalf of the European Union at the Association Council meeting, including an important section given over to the problem of human rights in Turkey.
