Welcomes the Commission’s support for the development of guidelines on the production and implementation of sustainable urban mobility plans enabling the proposed action to be embedded into an urban and territorial strategy and seeking to promote balanced development and better integration of the various modes of urban mobility; supports the Commission in establishing a European Platform on Sustainable Urban Mobility Plans with a view to improving the coordination of EU support for, and cooperation with, local and regional authorities in the exchange of good practices and the design and implementation of sustainable urban mobility plans;

14. Asks the Commission, when monitoring the implementation of its Action Plan, to pay particular attention to actions aimed at supporting the independent retailer; encourages local and regional authorities to promote actions aimed at facilitating equal access and creating a level playing field for the independent retailer, in full respect of free and fair competition, such as: the encouragement of the ‘adopt-a-shop’ principle by which larger retailers act as ’mentors’ to smaller shops in the same locality, in particular for new market entrants; the promotion of groups of independent retailers, including co-operatives, which benefit from mutual assistance and certain economies of scale, whilst retaining their full independence and; respect for the right of local and regional authorities to stimulate a climate favourable to small, independent shops, which are typically established in town centres, by lowering energy rates – including for signs illuminated by night – and rents via public-private partnerships, and by introducing business rate discounts on local charges for small businesses and independent retailers, in compliance with applicable EU state aid competition and internal market public procurement rules, and by promoting co-operation between the various shops in that area;

(6) La décision nº 276/1999/CE du Parlement européen et du Conseil du 25 janvier 1999 adoptant un plan d'action communautaire pluriannuel visant à promouvoir une utilisation plus sûre d'Internet par la lutte contre les messages à contenu illicite et préjudiciable diffusés sur les réseaux mondiaux (le plan d'action 1998-2004 pour un internet plus sûr) et la décision n° 854/2005/CE du Parlement européen et du Conseil du 11 mai 2005 instituant un programme communautaire pluriannuel visant à promouvoir une utilisation plus sûre de l'Internet et des nouvelles technologies en ligne (le programme Safer Internet plus 2005-2008) ont donné lieu à des financements communautaires qui ont encouragé avec succès une série d'initiatives et ont généré une valeur ajoutée européenne, comme l'ont démontré les évaluations des programmes présentées au Parlement européen, au Conseil et au Comité des régions.
(6) Decision No 276/1999/EC of the European Parliament and of the Council of 25 January 1999 adopting a Multiannual Community Action Plan on promoting safer use of the Internet and new online technologies by combating illegal and harmful content primarily in the area of the protection of children and minors33 (the Safer Internet Action Plan 1998-2004)34 and Decision No 854/2005/EC of the European Parliament and of the Council of 11 May 2005 establishing a multiannual Community Programme on promoting safer use of the Internet and new online technologies35 (the Safer Internet plus programme 2005 to 2008) have provided Community financing which has successfully encouraged a variety of initiatives and has given European added value, as demonstrated by the programme evaluations submitted to the European Parliament, the Council and the Committee of the Regions.

Enfin, je remercie le rapporteur, Mme Marie-Thérèse Hermange et les collègues de la commission de l'emploi et des affaires sociales, qui ont bien voulu retenir des propositions que j’ai faites, notamment celles demandant à la Commission de prendre des initiatives et de présenter un plan d’action visant une prévention efficace des lésions musculaires et osseuses sur les lieux de travail, des initiatives visant à protéger comme il se doit les droits des travailleurs, notamment l’emploi, en cas de restructurations et de délocalisations d’entreprises, et notamment un plan d’action concernant la concrétisation de l’égalité des rémunérations entre les hommes et les femmes.
Lastly, I wish to thank the rapporteur, Marie-Therèse Hermange and her colleagues in the Committee on Employment and Social Affairs for including in the report proposals that I tabled, specifically on asking the Commission to adopt initiatives and to present an action plan for the effective prevention of musculoskeletal injuries at work, to take initiatives to provide appropriate safeguards for workers’ rights, and notably employment, in the event of the restructuring or relocation of undertakings and to take initiatives, and notably adopt an action plan, to put into practice equality of payment for men and women.
