Takes note that in 2011, in order to increase the independence of the function, the Centre appointed a new Data Protection Officer; notes that the number of prior check notifications made to the European Data Protection Supervisor (EDPS) in 2011 was four, namely video surveillance, the disciplinary procedure, anti-harassment policy and the certification procedure; notes, moreover, that for video surveillance, the case was closed with a favourable opinion, for the disciplinary and anti-harassment procedures, complementary information was sent to the EDPS at his request and for certification, the EDPS feedback is still pending; calls on the Centre to keep the discharge authority informed about the state of play of the notifications;

Is concerned about the fact that once again the Centre has not comprehensively fulfilled its obligation to send to the discharge authority a report drawn up by its Director summarising the content of the Internal Audit Service (IAS) recommendation as provided for in Article 72(5) of the framework Financial Regulation; is concerned, in particular, that, in relation to the follow-up of earlier recommendations, the Centre received one ‘very important’ recommendation and seven other ‘important’ recommendations from the IAS but that no information is given on their content; urges therefore the Director of the Centre to provide this information;

Calls once again for the establishment of a permanent EU operations centre overseen by the Vice-President/High Representative, which would be responsible for operational planning and the conduct of military operations; calls for this operations centre to be attached to the EEAS; stresses that the division of the existing system into seven headquarters makes it less effective and responsive and generates huge costs, and that a permanent interlocutor in the military sphere is essential for civil and military coordination on the ground; takes the view that the permanent operations centre could therefore be classed as a form of military planning and conduct capability, and located in the same place as the CPCC in order to allow the necessary synergies for effective civilian and military coordination; reiterates that the EU operations centre would facilitate cooperation with NATO, without compromising the decisional autonomy of both organisations;
