1. Sans préjudice des obligations qui lui incombent en vertu de la convention internationale pour la protection des végétaux (CIPV) et compte tenu des normes internationales pertinentes, l'autorité compétente n'accepte un certificat phytosanitaire accompagnant des végétaux, produits végétaux ou autres objets devant être introduits sur le territoire de l'Union à partir d'un pays tiers que lorsque le contenu dudit certificat est conforme à l'annexe V, partie A. Lorsque les végétaux, produits végétaux ou autres objets doivent être introduits à partir d'un pays tiers dont ils ne sont pas originaires, l'autorité compétente n'accepte que les certificats phytosanitaires conformes à l'annexe V, partie A ou B.
1. Without prejudice to obligations under the International Plant Protection Convention (IPPC) and taking into account relevant international standards, the competent authority shall only accept a phytosanitary certificate accompanying plants, plant products or other objects to be introduced from a third country, if the content of that certificate complies with Part A of Annex V. Where the plants, plant products or other objects are to be introduced from a third country from which they do not originate, the competent authority shall only accept a phytosanitary certificate complying either with Part A or Part B of Annex V.

Même si l’Union n’est pas partie à ce dernier accord, l’acte attaqué implique en substance que les États membres contreviennent aux obligations internationales dont ils sont tenus en vertu dudit accord.

In addition, the Commission will actively monitor ongoing progress in the work by the relevant third country authorities to eliminate any requirement for Community issuers accessing the financial markets of a third country to reconcile financial statements prepared using IFRS adopted pursuant to Regulation (EC) No 1606/2002 of the European Parliament and of the Council of 19 July 2002 on the application of international accounting standards .
