Definition: A disorder characterized by impairment of memory, learning difficulties, and reduced ability to concentrate on a task for more than brief periods. There is often a marked feeling of mental fatigue when mental tasks are attempted, and new learning is found to be subjectively difficult even when objectively successful. None of these symptoms is so severe that a diagnosis of either dementia (F00-F03) or delirium (F05.-) can be made. This diagnosis should be made only in association with a specified physical disorder, and should not be made in the presence of any of the mental or behavioural disorders classified to F10-F99. The disorder may precede, accompany, or follow a wide variety of infections and physical disorders, both cerebral and systemic, but direct evidence of cerebral involvement is not necessarily present. It can be differentiated from postencephalitic syndrome (F07.1) and postconcussional syndrome (F07.2) by its different etiology, more restricted range of generally milder symptoms, and usually shorter duration.

(27) The Commission should be empowered to adopt delegated acts in accordance with Article 290 of the Treaty on the Functioning of the European Union, in order to determine the procedures under which AIFM managing portfolios of AIF whose assets under management do not exceed the threshold set out in this Directive may exercise their right to be treated as AIFM covered by this Directive. These delegated acts may also specify the criteria to be used by competent authorities to assess whether AIFM comply with their obligations as regards their conduct of business, the type of conflicts of interests AIFM have to identify, as well as the reasonable steps AIFM are expected to take in terms of internal and organizational procedures in order to identify, prevent, manage and disclose conflicts of interest. They may specify the risk management requirements to be employed by AIFM as a function of the risks which the AIFM incurs on behalf of the AIF that it manages as well as any arrangements needed to enable AIFM to manage the particular risks associated with short selling transactions, including any relevant restrictions that might be needed to protect the AIF from undue risk exposures. 4. fait observer que le manque d’informations en ligne disponibles sur l’Union et ses institutions ne constitue pas le problème, lequel réside de fait dans la disponibilité d’une multitude d’informations dénuée d’une véritable échelle de priorités, ce qui débouche sur une situation dans laquelle trop d'information tue l'information; constate que toutes les institutions ont lancé leurs propres plates-formes d’information, et que celles–ci ne parviennent cependant pas à intéresser un large public dans la mesure où elles manquent souvent de clarté, ne sont pas assez attrayantes ou compréhensibles, fréquemment en raison de l’emploi trop technique d’une langue que les personnes non familiarisées avec les questions européennes ne peuvent pas appréhender; estime que ces plates-formes devraient être coiffées par un portail pédagogique rendant plus lisible le fonctionnement de l’ensemble des institutions européennes;

Notes that lack of online news and information on the EU and its institutions is not the problem, which in fact lies in the availability of a wide range of information without any real order of priority, leading to a situation in which too much information kills information; notes that all the institutions have launched their own news platforms, which fail, however, to interest a broad section of the public because often they are not sufficiently clear, attractive or understandable, in many cases owing to the use of overly technical language that is very off-putting for people who are unfamiliar with European issues; takes the view that there should be an introductory portal to the platforms which clarifies the workings of all the EU institutions;
