7. rappelle que, depuis le 12 juin 2013, les États membres ne peuvent plus maintenir les dispositions conservées jusque-là au titre des dérogations temporaires; appelle en conséquence les États membres à se mettre en conformité avec le texte de la directive le plus rapidement possible; demande parallèlement à la Commission européenne d'analyser la façon dont les États membres ont transposé la directive, notamment en ce qui concerne les interdictions nationales ne figurant pas dans l'annexe I, et de présenter dans un délai de deux ans au Parlement et au Conseil un nouveau rapport exhaustif relatif à son application contenant, en particulier, une analyse de l'ampleur de toute harmonisation et simplification supplémentaires du droit communautaire en matière de protection des consommateurs et des suggestions concernant les éventuelles mesures nécessaires devant être adoptées au niveau de l'Union afin de garantir le maintien d'un haut niveau de protection des consommateurs;
7. Recalls that, with effect from 12 June 2013, Member States may no longer maintain the provisions retained until that date as temporary derogations; calls as a consequence on Member States to comply with the Directive as swiftly as possible; at the same time, calls on the Commission to carry out research into how Member States have transposed the Directive, in particular regarding national prohibitions not included in Annex I, and to submit within 2 years to Parliament and to the Council a new comprehensive report on its application, containing, in particular, an analysis on the scope for further harmonisation and simplification of Community law relating to consumer protection and suggestions for any necessary measures to be taken at Community level to ensure that a high level of consumer protection is maintained;

Deplores the lack of harmonisation of the ban on meat-and-bone meal; calls for a ban on animal feed production and farm feeding practices that involve recycling animal remains to cattle, sheep, goats and to any other animals including poultry and fish as long as Member States cannot guarantee the implementation of existing EU laws concerning BSE prevention (treatment at 133ºC, 3 bar for 20 minutes; guaranteed separation of SRMs, etc.) and as long as the separation of fallen animals as proposed by the Commission (COM(2000) 574 ) has not come into force;

* une amélioration et un renforcement des normes communautaires applicables à l'agriculture biologique, les exigences concernant l'importation et l'inspection en définissant les principes de base de l'agriculture biologique et en explicitant l'intérêt de l'agriculture biologique pour le grand public; il s'agit aussi d'accroître la transparence et la confiance des consommateurs en mettant en place un comité indépendant chargé de donner des conseils scientifiques et techniques, d'harmoniser et de renforcer davantage encore les normes par le canal des organisations internationales; d'améliorer les normes par exemple en ce qui concerne le bien-être des animaux; de définir des normes pour les secteurs qui ne sont pas encore couverts tels que l'aquaculture ou d'arrêter des normes environnementales telles que l'utilisation de l'énergie fossile etc.; d'expliquer les normes définies pour l'interdiction de l'emploi des OGM; d'améliorer l'efficacité et la transparence du système d'inspection et, enfin, de rendre les dispositions relatives aux importations plus efficaces.
* improving and reinforcing of the Community's organic farming standards, import and inspection requirements by defining the basic principles of organic agriculture and thus making its public service explicit; increasing transparency and consumer confidence; by establishing an independent committee for scientific and technical advice; by a further harmonisation and reinforcement of the standards making use of international organisations; by improving standards, for example, with regard to animal welfare; by completing the standards for areas not yet covered such as aquaculture or environment-related standards such as fossil energy use, etc.; by explaining the standards laid down for the prohibition of the use of GMOs; by increasing the efficiency and transparency of the inspection system and, finally, by making import provisions more efficient.
