Points out, however, that the adoption of Regulation (EU) No 472/2013 on 21 May 2013, constitutes a first – even though insufficient – step in codifying the surveillance procedures to be employed in the euro area for countries experiencing financial difficulties, and that it confers a mandate on the Troika; welcomes inter alia: the provisions regarding the evaluation of the sustainability of the government debt; the more transparent procedures regarding the adoption of macroeconomic adjustment programmes, including the need to integrate adverse spillover effects as well as macroeconomic and financial shocks and the scrutiny rights devolved to the European Parliament; the provisions regarding the involvement of social partners; the requirements to take explicit account of national practices and institutions for wage formation; the need to ensure sufficient means for fundamental policies, such as education and healthcare; and the exemptions granted to Member States under assistance from the relevant requirements of the Stability and Growth Pact;

5. se félicite de l'engagement du gouvernement ukrainien en faveur d'un ambitieux programme de réformes, notamment sur les plans politique, économique et social; se félicite, dès lors, de la décision de la Commission de fournir à l'Ukraine un plan d'aide à court et moyen terme d'un montant de 11 milliards d'euros afin de contribuer à la stabilisation de la situation économique et financière du pays; appelle de ses vœux un effort international, sous égide de l'Europe, en vue de stabiliser la situation en Ukraine sur le long terme, de faire face à sa situation économique et sociale en déclin, d'apporter une stabilité macroéconomique et de lancer les profondes réformes nécessaires de tous les aspects de l'économie. soutient fermement un mécanisme international de coordination des bailleurs de fonds, que doit lancer et coordonner la Commission, rassemblant les États membres de l'Union, le FMI, la Banque mondiale, la BERD et la BEI, ainsi que d'autres pays, en vue de mettre en place un plan d'aide financière international; invite la Commission et les États membres, ainsi que le Conseil de l'Europe et la Commission de Venise, à fournir, outre une aide financière, une assistance technique en ce qui concerne les réformes constitutionnelles, le renforcement de l'état de droit et la lutte contre la corruption en Ukraine;

Welcomes the commitment of the Ukrainian Government to an ambitious reform agenda comprising political, economic and social change; welcomes, therefore, the Commission’s decision to provide Ukraine with a short- and medium-term support package worth EUR 11 billion in order to help stabilise the country’s economic and financial situation, calls for a European-led international effort to stabilise the situation in Ukraine over the long term, tackle its worsening economic and social situation, provide macroeconomic stability and launch the necessary deep and comprehensive reforms of the economy; strongly supports an international donor coordination mechanism, to be initiated and coordinated by the Commission and bringing together the EU Member States, the IMF, the World Bank, the EBRD and the EIB, as well as other countries, with a view to putting together an international financial package; calls on the Commission and the Member States, along with the Council of Europe and the Venice Commission, to provide, in addition to financial assistance, technical assistance as regards constitutional reform, the strengthening of the rule of law and the fight against corruption in Ukraine;

La vigilance budgétaire accrue, son extension à d’autres aspects macroéconomiques, le lien entre les politiques macroéconomiques et la réforme structurelle, l’image extérieure de l’euro et l’amélioration de la gouvernance de l’Union économique et monétaire sont, et doivent demeurer, les thèmes centraux, sur lesquels s’appuieront les dix prochaines années de l’euro, avec au moins autant de succès qu’au cours de cette première décennie.
Increased budgetary vigilance, its extension to other macroeconomic aspects, the link between macroeconomic policies and structural reform, the external image of the euro and improved governance of the Economic and Monetary Union are, and must continue to be, the core themes on which to base the euro’s second decade, with at least as many successes as this first one.

(5) The lending mandate should be subject, on the one hand , to appropriate conditionality consistent with EU high-level agreements on political and macro-economic aspects, and with other international financial institutions on sectoral and project aspects, and on the other, to appropriate work-sharing between the EIB and the European Bank for Reconstruction and Development (EBRD).

Cependant, à mesure que le cadre de la politique macroéconomique commence à porter ses fruits, l'Union européenne, comme les autres régions du monde, fait face à un changement de modèle impulsé par la mondialisation et la nouvelle société de la connaissance. But as the macroeconomic policy framework is beginning to yield results the Union is, like every other region, facing a paradigm shift driven by globalisation and the new knowledge based economy. This has an impact on every facet of life and requires a radical transformation of Europe's economy and society. The challenges are enormous; from changing the skills needed for work through education and training, to introducing more dynamism and entrepreneurship to the European economy, to ensuring that the new knowledge based society is inclusive for all citizens.

Two key documents are the Czech Republic's National Programme for the Adoption of the Acquis (which focuses more on the legal and institutional approximation of the acquis communautaire), and the Czech government's "Economic Strategy for EU accession Competitiveness, Growth, Employment, Solidarity" (May 1999) Since the details of structural policies are discussed in these other documents, this Joint Assessment only examines structural policies to the extent that they have a critical and direct impact on macroeconomic variables.
