La commission des budgets a examiné ces questions lors de sa réunion du 16 mars 2015 et a jugé que la proposition législative susmentionnée, qui vise à augmenter le montant du préfinancement initial versé aux programmes opérationnels soutenus par l'initiative pour l'emploi des jeunes à 30 % de la contribution de l'Union pour les paiements de l'année 2015, était financièrement compatible avec le cadre financier pluriannuel.

1. En 2015, outre le montant de préfinancement initial versé conformément à l'article 134, paragraphe 1, point b), du règlement (UE) no 1303/2013, un montant de préfinancement initial supplémentaire imputé sur la dotation spéciale pour l'IEJ est versé à tous les programmes opérationnels soutenus par l'IEJ, quelle que soit la forme des modalités de programmation prévues à l'article 18 du présent règlement, afin de relever à 30 % le préfinancement initial imputé sur la dotation spéciale pour l'IEJ (ci-après dénommé “montant de préfinancement initial supplémentaire”).
1. In addition to the initial prefinancing amount paid in accordance with point (b) of Article 134(1) of Regulation (EU) No 1303/2013, an additional initial prefinancing amount from the specific allocation for the YEI shall be paid in 2015 for all operational programmes supported by the YEI, irrespective of the form of the programming arrangement in accordance with Article 18 of this Regulation, in order to increase the initial prefinancing from the specific allocation for the YEI to 30 % (the “additional initial prefinancing amount”).
