C. considérant que, depuis le début du soulèvement de 2011, les autorités de Bahreïn ont intensifié le recours aux mesures répressives contre les militants de la société civile et l’opposition pacifique; considérant que, le 10 juin 2014, 47 États, dont les 28 États membres de l’Union ont signé une déclaration commune à l’occasion de la 26 session du Conseil des droits de l’homme des Nations unies, rappelant ses vives préoccupations en ce qui concerne la situation des droits de l’homme à Bahreïn; considérant que la déclaration commune a expressément pris acte de sujets préoccupants, notamment de longues peines d’emprisonnement pour avoir fait valoir les droits à la liberté de réunion et d’association pacifique, l’absence des garanties suffisantes pour un procès équitable, la répression à l’égard des manifestants, le harcèlement continu et l’emprisonnement de personnes exerçant leur droit à la liberté d’opinion et d’expression, les mauvais traitements et la torture dans les centres de détention, la privation arbitraire de la nationalité sans procès équitable, et la responsabilité insuffisante à l'égard des violations des droits de l’homme;
C. whereas since the beginning of the 2011 uprising Bahraini authorities have been stepping up the use of repressive measures against civil society activists and peaceful opposition; whereas on 10 June 2014, 47 States, including all 28 EU Member States, signed a joint statement at the 26th Session of the UN Human Rights Council noting serious concerns over the human rights situation in Bahrain; whereas the joint statement expressly noted areas of concern, including long sentences for exercising the rights to freedom of peaceful assembly and of association, the lack of sufficient guarantees of a fair trial, the repression of demonstrations, the continued harassment and imprisonment of persons exercising their rights to freedom of opinion and expression, ill-treatment and torture in detention facilities, the arbitrary deprivation of nationality without due process, and insufficient accountability for human rights violations;

3. soutient l'appel de l'Assemblée nationale congolaise en vue d'une solution politique rapide permettant aux membres de Filimbi et d'autres associations pacifiques de la société civile d'exercer leur liberté d'expression et d'association sans crainte d'être poursuivis ou persécutés;

An interpretation as set out in the Ingles report does not recognize the important balancing that is necessary between the need to protect people from hate speech and the need to also protect the right to freedom of opinion and expression, freedom of peaceful assembly and association, and the right not to be deprived of liberty or security of the person except in accordance with the principles of fundamental justice.
