In its conclusions, the Council also pointed out that the tempo of the negotiations continues to depend, in particular, on the progress achieved by Turkey in meeting the required conditions, including the fulfilment of the opening and adjournment criteria and of the requirements defined within the negotiating framework, which specifically cover the implementation of the partnership for membership and compliance with the obligations arising from the association agreement. Lastly the Council pointed out that the chapters for which the technical preparations are complete will be provisionally opened or adjourned, in line with the procedures laid down, in accordance with the negotiating framework and subject to the Council of 11 December 2006.

Recalls its guidelines for the MFF after 2013, as adopted in the report by its Special Committee on the budgetary challenges and budgetary resources for a sustainable Union after 2013 entitled ‘Investing in the future: a new Multiannual Financial Framework (MFF) for a competitive, sustainable and inclusive Europe’ as well as its resolution of 13 June 2012; recalls that Parliament’s consent, given on the basis of a report of the Committee on Budgets, is compulsory for the adoption of the MFF by the Council; recalls that, in accordance with Articles 312(5) and 324 of the Treaty on the Functioning of the European Union (TFEU), the European Parliament must be properly involved in the process of negotiating the next MFF;

Reiterates that the democratisation and effectiveness of decision-making procedures are essential to the success of enlargement; welcomes the importance accorded to the extension of the qualified-majority voting in the Council by the IGC, but also notes with growing concern the insufficient political commitment of Member States in this area; reiterates that in matters of legislation qualified-majority voting is indissociable from the full extension of codecision to embrace the issues of agriculture, competition and trade policies; recalls its demand concerning its own role in the conclusion of international agreements;

Both sides underlined the important developments which had taken place regarding Cyprus' accession prospects since the last Association Council and recalled that the European Councils at Corfu and Essen unambiguously confirmed that the next phase of enlargement of the Union will involve Cyprus. 2. The Council of the European Union stated that it took note at the beginning of 1995 of the report of the European Union's observer for Cyprus and reviewed the question of Cyprus' accession.
