The Parties agree to use all existing cooperation instruments to promote activities aimed at developing active and reciprocal cooperation between the European Union and Central America and, without undermining cooperation between the Parties, between Central America and other countries/regions in Latin America and the Caribbean in areas such as trade and investment promotion, environment, natural disaster prevention and response, scientific, technical and technological research, energy, transport, communications infrastructure, culture, regional development and land use planning, among others.

Question No. 413 Mr. Hoang Mai: With regard to the Canada Revenue Agency’s (CRA) response to the provisions of the Internal Revenue Service (IRS) regarding the Foreign Account Tax Compliance Act (FATCA): (a) according to the government’s analysis, do the FATCA provisions comply with the provisions of the Convention Between Canada and the United States of America With Respect to Taxes on Income and on Capital and its amending Protocol (2007); (b) how many citizens from the United States of America will be affected by FATCA, (ii) are there specific Canadian exemptions to FATCA; (c) has Canada negotiated with United States Treasury officials or the IRS following the announcement of FATCA provisions, (i) at what time was the government made aware of these provisions, (ii) how long did it take Canada to respond to the initial creation of FATCA and its implementation, (iii) are there ongoing negotiations in this regard; (d) will Canada inform dual citizens about FATCA and, if so, (i) how, (ii) at what time, (iii) what department or agencies will be responsible; (e) has the government conducted any studies or mandated a task force to look into how much FATCA will cost Canadians and, if so, what are the cost implications resulting from the additional regulations and demands, (i) for the government, (ii) for the CRA, (iii) for Canadian banks, (iv) who will absorb these costs, (v) are there other types of non-financial costs such as efficiency or fairness reductions; (f) which Canadian civil liberties associations or other types of association has the government met with to discuss the privacy implications of FATCA and what actions will the government undertake to protect the fundamental civil liberties of all Canadians in this regard; (g) according to the government’s analysis, do the FATCA provisions comply with the provisions of the Privacy Act or the Personal Information Protection and Electronic Documents Act, and if so, which department undertook this assesment; ...

Recognises that the conclusion of the WTO agreements on trade in bananas put an end to a long-term dispute with Latin American and ACP partner countries’ banana suppliers, could facilitate progress in the Doha Round negotiations and has contributed to concluding the negotiations on the various agreements with Central America and Colombia and Peru; calls, nonetheless, for account to be taken of the commitments made to ACP partners and the interests of EU producers; calls, in order to avoid further disputes, for fair treatment to be guaranteed to all trade partners in Latin America, including those who have not concluded a trade agreement with the EU;

(8) The verification mission carried out by the Commission in January/February 2000 revealed that despite some progress having been made, there are still serious problems as regards the implementation and the enforcement of the residue monitoring programme in place in the United States of America, and demonstrated that the programme does not entirely provide the guarantees concerning the protection of public health against risks from residues as required by the European Community; whereas the United States of America have agreed to take further action to rapidly remedy the deficiencies and have proposed on 8 February 2000 to contract out analytical work for the detection of certain substances to one or more approved laboratories capable of carrying out the required analyses and situated outside the United States of America; whereas a period of one month is considered as necessary for the United States of America to take the appropriate steps and make the relevant arrangements.

Les parties sont en outre convenues de promouvoir la participation active de l'Amérique centrale à d'autres programmes horizontaux de l'Union européenne en faveur de l'Amérique latine, tels que ALFA (Formation Académique en Amérique latine), ALURE (Utilisation Rationnelle de l'Energie en Amérique latine) et URBAL (Programme urbain en Amérique latine).
Furthermore, they agreed to promote the active participation of Central America in other European Union horizontal programmes of benefit to Latin America, such as the Latin American Academic Training Programme (ALFA), the Latin American Programme for the Rational Use of Energy (ALURE) and the Latin American Urban Programme (URBAL).

Le nouvel accord avec l'Amérique centrale comporte, en outre, deux nouveautés qui ne se retrouvent dans aucun autre des accords conclus jusqu'à présent avec des pays tiers : a) la première fait référence à la coopération en matière d'aide aux populations réfugiées, déplacées et rapatriées. Elle prend en compte la gravité de ce problème qui existe dans la région de l'Amérique centrale ainsi que l'ampleur de l'aide communautaire destinée à y faire face; b) la seconde porte sur la coopération qui vise à renforcer le processus de démocratisation; sa raison d'être réside dans le soutien qui doit être apporté à la consolidation de la démocratie qui est encore en cours dans certains pays d'Amérique centrale ainsi que dans la volonté de chaque partie de promouvoir le respect des droits de l'homme.
This new Agreement with Central America also includes two innovations, features which are not found in any of the other Agreements so far concluded with non-Community countries: (a) the first is cooperation in providing assistance for refugees, displaced persons and returnees, and reflects the intensity of the problem in Central America and the scale of the Community aid earmarked for alleviating it; (b) the second is cooperation to strengthen the democratic process, and its rationale is the need to support the democratic consolidation still taking place in some Central American countries, and also the two sides' desire to promote observance of human rights.
