Par conséquent, il convient, pour les besoins du marché intérieur et pour l'efficacité de la normalisation au sein de l'Union, de maintenir l'échange régulier d'informations sur les activités de normalisation en cours et prévues qui existe actuellement entre les organismes nationaux de normalisation, les organisations européennes de normalisation et la Commission, ainsi que le statu quo applicable aux organismes nationaux de normalisation dans le cadre des organisations européennes de normalisation, qui prévoit le retrait des normes nationales après la publication d'une nouvelle norme européenne.
Therefore, it is necessary for the internal market and for the effectiveness of standardisation within the Union to confirm the existing regular exchange of information between the national standardisation bodies, the European standardisation organisations and the Commission, about their current and future standardisation activities as well as the standstill principle applicable to the national standardisation bodies within the framework of the European standardisation organisations which provides for the withdrawal of national standards after the publication of a new European standard.

It is necessary to ensure a high level of cooperation between the European standardisation organisations and the European stakeholder organisations receiving Union financing in accordance with this Regulation and the Commission in the establishment of its annual Union work programme for standardisation and in the preparation of requests for standards in order to analyse the market relevance of the proposed subject matter and the policy objectives set by the legislator, and to allow the European standardisation organisations to respond more quickly to the requested standardisation activities.

2. Outre leur collaboration avec les autorités de surveillance des marchés dans les États membres, avec les centres de recherche de la Commission et avec les organisations des parties prenantes européennes recevant un financement de l'Union conformément au présent règlement, les organisations européennes de normalisation encouragent et facilitent une représentation appropriée, au niveau technique, des entreprises, des centres de recherche, des universités et des autres entités juridiques dans les activités de normalisation concernant tout domaine émergent ayant d'importantes répercussions sur le plan politique ou sur le plan de l'innovation technique, lorsque les entités juridiques concernées ont pris part à un projet lié audit domaine et financé par l'Union au titre d'un programme-cadre pluriannuel concernant des activités dans le domaine de la recherche, de l'innovation et du développement technologique, adopté en vertu de l'article 182 du traité sur le fonctionnement de l'Union européenne.
2. In addition to the collaboration with market surveillance authorities in the Member States, research facilities of the Commission and the European stakeholder organisations receiving Union financing in accordance with this Regulation, European standardisation organisations shall encourage and facilitate appropriate representation, at technical level, of undertakings, research centres, universities and other legal entities, in standardisation activities concerning an emerging area with significant policy or technical innovation implications, if the legal entities concerned participated in a project that is related to that area and that is funded by the Union under a multiannual framework programme for activities in the area of research, innovation and technological development, adopted pursuant to Article 182 TFEU.

Les crédits arrêtés par l'autorité budgétaire pour le financement d'activités de normalisation peuvent également couvrir les dépenses administratives afférentes à la préparation, au suivi, au contrôle, à l'audit et à l'évaluation, directement nécessaires à la réalisation des objectifs de la présente décision, notamment des études, des réunions, des actions d'information et de publication, des dépenses liées aux réseaux informatiques visant à l'échange d'informations ainsi que toute autre dépense d'assistance administrative et technique à laquelle peut recourir la Commission pour les activités de normalisation.

The appropriations determined by the budgetary authority for the financing of standardisation activities may also cover the administrative expenses relating to the preparation, monitoring, inspection, auditing and evaluation which are directly necessary for achieving the objectives of this Decision, and particularly studies, meetings, information and publication activities, expenses relating to informatics networks for the exchange of information and any other expenditure on administrative and technical assistance which the Commission may use for standardisation activities.

The new arrangement sets priorities (a) to improve awareness building for and planning of new standardisation activities; (b) to ensure better management of standardisation work and the respective financial procedures; (c) to implement electronic working tools to speed up the standardisation process and to enable broader participation; (d) to enhance performance and market relevance through the launch of a benchmarking programme between the three European standards organisations; and (e) to increase information and communication on the benefits of European standardisation in support of EU policies.
