IN-CONTEXT TRANSLATIONS

Dans le même temps, deux consultations publiques ont été organisées: une première à la fin de l'année 2011, centrée sur l’examen des points forts et des faiblesses du cadre d'action actuel en matière de qualité de l’air, et la seconde au début de l'année 2013, visant à obtenir le point de vue de toutes les parties prenantes sur les principales approches possibles pour s’attaquer aux problèmes de qualité de l’air qui subsistent[7]. Une enquête Eurobaromètre sollicitant l’avis du grand public sur les questions de pollution atmosphérique a été menée en 2012 et a fait l'objet d'un rapport remis cette même année[8]. La Commission et l’Agence européenne pour l’environnement (AEE) ont également mené un projet pilote d'évaluation de l'expérience locale en matière d'application du cadre d'action pour la qualité de l'air dans 12 villes de l’Union[9].
In parallel, two public consultations were organised: a first at the end of 2011 focused on review of the strengths and weaknesses of the existing air quality policy framework; the second on-line public consultation of all stakeholders on the main policy options available to address the remaining air quality problems in early 2013.[7] A Eurobarometer survey seeking the view of the general public on air pollution issues was conducted and reported in 2012.[8] The Commission and the European Environment Agency (EEA) also conducted an Air Implementation Pilot project, bringing together 12 cities from across the Union to assess local experience with implementing the air policy framework.[9]

Cinq années après la première communication sur l'immigration clandestine et six mois après la présentation du programme d'action relatif à l'immigration légale, la Commission, dans la présente communication, a décidé de se pencher à nouveau sur ce thème crucial en fixant les priorités d'action actuelles et en proposant des mesures concrètes.
Five years after the first communication on illegal immigration and six months after presenting the Policy Plan on Legal Migration, the Commission decided to focus on this crucial subject again by setting updated policy priorities and proposing specific measures in this Communication.

La proposition s’inscrit dans l’action «Mieux légiférer» de la Commission, dans la stratégie de Lisbonne ainsi que dans la stratégie de l’UE en faveur du développement durable. L’accent mis sur la simplification du processus réglementaire permet de réduire la charge administrative et d’améliorer la compétitivité du secteur alimentaire européen tout en garantissant la sécurité des denrées alimentaires, en maintenant un niveau élevé de protection de la santé publique et en tenant compte d’aspects globaux. Des informations pertinentes pourraient être disponibles à l'issue d’une action actuellement en cours, qui vise à mesurer les coûts administratifs engendrés par les dispositions horizontales sur l'étiquetage.
The proposal is in line with the Commission's Better Regulation Policy, the Lisbon Strategy and the EU's Sustainable Development strategy. The emphasis is on simplifying the regulatory process, thus reducing the administrative burden and improving the competitiveness of the European food industry, while ensuring the safety of food, maintaining high level of public health protection and taking global aspects into consideration. There is an ongoing exercise on the measurement of administrative costs from the horizontal labelling provisions, the outcome of which could provide relevant information.
