Eu égard aux relations étroites qui unissent les parties de longue date, aux liens qui les rapprochent chaque jour davantage et à leur souhait de renforcer et de développer ces rapports de manière ambitieuse et inédite, les négociations de l'accord d'association entre l'Union européenne et la Communauté européenne de l'énergie atomique et leurs États membres, d'une part, et l'Ukraine, d'autre part (ci après dénommé «accord») ont été menées à bien et se sont achevées par le paraphe de l'accord en 2012.
Taking account of the close historical relationship and progressively closer links between the Parties as well as their desire to strengthen and widen relations in an ambitious and innovative way, the negotiations on the Association Agreement between the European Union and the European Atomic Energy Community and their Member States, of the one part, and Ukraine, of the other part (hereinafter referred to as ‘the Agreement’) were successfully concluded by the initialling of the Agreement in 2012.

7. se félicite de la décision du Conseil européen de signer les chapitres politiques de l'accord d'association avant l'élection présidentielle en Ukraine; se félicite de l'engagement du Conseil européen à veiller à ce que l'Union européenne adopte unilatéralement des mesures qui permettront à l'Ukraine de tirer largement profit des avantages que comporte l'accord de libre-échange approfondi et complet, tels l'application de dispositions relatives à l'importation de biens, notamment la réduction des droits de douane et l'ouverture des contingents tarifaires; réitère que les parties en suspens de l'accord d'association et de l'accord de libre‑échange approfondi et complet devraient être signées aussi rapidement que possible; insiste sur le fait que des signaux clairs sont nécessaires pour signaler à la Russie qu'il n'y a rien dans cet accord qui mette en péril les relations futures de coopération politique et économique entre l'Ukraine et la Russie ou qui porte préjudice à ces relations; se félicite que le Conseil ait récemment reconnu que l'accord d'association, y compris un accord de libre-échange approfondi et complet, ne constituait pas l'objectif final de la coopération UE – Ukraine; souligne, en outre, que l'article 49 du traité UE fait mention de tous les États européens, dont l'Ukraine, qui est dotée d'une perspective européenne et peut introduire une demande d'adhésion à l'Union, pour autant qu'elle adhère aux principes de la démocratie, qu'elle respecte les libertés fondamentales, ainsi que les droits de l'homme et des minorités, et qu'elle garantisse l'état de droit;
7. Welcomes the decision of the European Council to sign the political chapters of the Association Agreement before the presidential elections in Ukraine; welcomes the European Council’s commitment to ensuring that the EU unilaterally adopts measures that will allow Ukraine to benefit substantially from the advantages offered in the Deep and Comprehensive Trade Area, such as the application of provisions related to the import of goods by reducing tariffs and opening tariff rate quotas; reiterates that the outstanding parts of the AA/DCFTA should be signed as soon as possible; insists on the need for clear signals demonstrating to Russia that nothing in this agreement endangers or harms future cooperative bilateral political and economic relations between Ukraine and Russia; welcomes the recent recognition by the Council that the Association Agreement, including a DCFTA, does not constitute a final goal in EU-Ukraine cooperation; stresses, furthermore, that Article 49 TEU refers to all European states, including Ukraine, which has a European perspective, and may apply to become a Member of the Union, provided that it adheres to the principles of democracy, respects fundamental freedoms and human and minority rights, and ensures the rule of law;

Supports the resumption of negotiations on the EU-Mercosur Association Agreement - given that an Association Agreement of this kind, which is of the utmost importance and affects 700 million people, would, if concluded swiftly, be the world’s most ambitious bi-regional agreement - and therefore stresses that the European Parliament should be closely involved at all stages of the negotiations; is aware that agriculture issues will probably be one of the sensitive topics in the negotiations; calls for agricultural imports to be allowed into the EU only if they have been produced in a manner consistent with European consumer protection, animal welfare and environmental protection standards and minimum social standards; emphasises that a balanced outcome for both parties has to be achieved in the end by making sure that the negotiations take full account of recent developments in the global economy, global environmental challenges, such as climate change, and the demands and concerns put forward by Parliament;

22. préconise que, dans le cadre de la première étape, les négociations concernant l'accord d'association UE-Mercosur soient reprises, étant donné qu'un accord d'association de ce genre, d'une importance capitale et qui affecte 700 millions de personnes, constituerait l'accord birégional le plus ambitieux du monde s'il était conclu rapidement; préconise également que les négociations concernant l'accord d'association UE-Amérique centrale soient menées à bien avant le sommet de Madrid, que l'accord commercial multipartite entre l'UE et les pays de la Communauté andine soit révisé et que les accords d'association existants avec le Mexique et le Chili soient approfondis; prend acte que les négociations sur l'accord multilatéral avec les pays de la Communauté andine ont été conclues; mettra tout en œuvre pour appliquer avec une précision sans faille la procédure de ratification parlementaire sur ces accords afin que ces derniers aient un impact positif sur tous les sujets de préoccupation communs;

Supports firmly, with a view to completing the first phase, the resumption of negotiations on the EU-Mercosur Association Agreement - given that an Association Agreement of this kind, which is of the utmost importance and affects 700 million people, would, if concluded swiftly, be the world's most ambitious biregional agreement –, the conclusion of negotiations on the EU-Central America Association Agreement before the Madrid summit, the revision of the 2003 political and cooperation agreement with the Andean Community, and the deepening of the existing Association Agreements with Mexico and Chile; notes that the negotiations on the multi-party trade agreement between the EU and the countries of the Andean Community have been concluded satisfactorily; will endeavour to carry out, with due accuracy, the parliamentary ratification procedure on these agreements in order to ensure they have a positive impact on all aspects of mutual concern;
