(26) considérant que, étant donné que l'abrogation de ces droits concernera principalement des services qui ne sont pas encore fournis aujourd'hui et ne concerne pas la téléphonie vocale, qui est toujours la principale source de revenus des organismes de télécommunications, cette abrogation ne déstabilisera donc pas financièrement les organismes de télécommunications; qu'il n'y a dès lors aucune justification au maintien des droits exclusifs pour l'établissement et l'exploitation de réseaux destinés à des services autres que la téléphonie vocale; que, en particulier, les États membres devraient faire en sorte que toutes les restrictions portant sur la fourniture de services de télécommunications autres que la téléphonie vocale au moyen de réseaux déployés par le prestataire du service de télécommunications ou l'utilisation d'infrastructures fournie par des tiers et l'utilisation conjointe de réseaux et d'autres installations et sites soient abolies à compter du 1er juillet 1996;
(26) Given that the lifting of such rights will concern mainly services which are not yet provided and does not concern voice telephony, which is still the main source of revenue of those organizations, it will not destabilize the financial situation of the telecommunications organization. There is consequently no justification to maintain exclusive rights on the establishment and use of network infrastructure for services other than voice telephony. In particular, Member States should ensure that all restrictions on the provision of telecommunications services other than voice telephony over networks established by the provider of the telecommunications service, the use of infrastructures provided by third parties and the sharing of networks, other facilities and sites are lifted as from 1 July 1996.
