5. Le soutien opérationnel fait l’objet d’un suivi et d’un échange d’informations entre la Commission et l’État membre concerné en ce qui concerne la situation de départ dans ledit État membre, les objectifs et résultats à atteindre et les indicateurs servant à mesurer l’avancement.
5. Operating support shall be the subject of monitoring and exchange of information between the Commission and the Member State concerned in relation to the baseline situation in that Member State, the objectives and targets to be accomplished and the indicators to measure progress.

3. À cet effet, avant d’approuver le programme national, la Commission évalue la situation de départ des États membres ayant indiqué leur intention de demander un soutien opérationnel, en tenant compte, le cas échéant, des rapports d’évaluation Schengen.
3. To that end, before the approval of the national programme, the Commission shall assess the baseline situation in Member States which have indicated their intention to request operating support, taking into account, where relevant, the Schengen evaluation reports.

À la lumière de l’expérience tirée du Fonds pour les frontières extérieures et du développement du système d’information Schengen de deuxième génération (SIS II) et du VIS, il est jugé approprié de prévoir une certaine souplesse à l’égard des éventuels transferts de ressources entre les différents moyens de réaliser les objectifs poursuivis au titre de l’instrument, sans préjudice du principe imposant d’assurer dès le départ une masse critique et une stabilité financière pour les programmes et le soutien opérationnel aux États membres et sans préjudice du contrôle exercé par le Parlement européen et le Conseil.
In light of the experience gained with the External Borders Fund and the development of the SIS II and VIS, it is considered appropriate to allow for a certain degree of flexibility regarding possible transfers of resources between the different means of implementation of the objectives pursued under the Instrument, without prejudice to the principle of ensuring from the start a critical mass and financial stability for the programmes and the operating support for Member States and without prejudice to the scrutiny by the European Parliament and the Council.

7. L'Union européenne s'efforce d'améliorer encore la coordination avec l'ONU, en particulier avec le département des opérations de maintien de la paix, pour toutes les activités visant à renforcer les capacités opérationnelles africaines de soutien à la paix.
7. The EU shall endeavour to improve further its coordination with the UN, and in particular with the Department of Peacekeeping Operations, on all activities aiming at strengthening African peace support operations capabilities.

Elle apportera son soutien à la recherche socio-comportementale, épidémiologique et opérationnelle, aux études sur les systèmes de santé, à la recherche appliquée et aux études de prévision des dépenses - en ce qui concerne notamment la capacité et la volonté des communautés à participer à des essais cliniques et à introduire rapidement de nouveaux outils et interventions, une fois ces derniers mis au point et approuvés.
The EC will provide support for social-behavioural research, epidemiology and operational, health-systems and applied research, and cost projection studies – including community capacity and preparedness to participate in clinical trials and to introduce new tools and interventions rapidly, once developed and approved.
