les Communautés européennes doivent rester unies en ce qui concerne les négociations menées au sein de l'OMC; des réunions bilatérales ont eu lieu à Genève depuis le début de l'année avec certains partenaires de l'OMC afin de trouver un terrain d'entente sur les produits sensibles et de constituer des alliances; les soutiens internes et les restitutions à l'exportation continuent de représenter les intérêts offensifs de la Communauté dans le domaine agricole; elle a convenu avec la délégation néerlandaise qu'il fallait discuter de l'élimination progressive des restitutions à l'exportation sous l'angle de leur valeur budgétaire globale plutôt que de leur volume; la Commission ne présentera pas de nouvelle offre concernant l'agriculture, après la dernière offre soumise le 28 octobre 2005; elle a clairement indiqué, en référence à des observations formulées par la délégation française, que cette offre s'inscrivait dans le cadre du mandat que lui avait donné le Conseil pour les négociations au sein de l'OMC, et que les indications géographiques faisaient toujours l'objet de discussions; en réponse à une question posée par la délégation polonaise, elle a également déclaré que la clause de sauvegarde spéciale ne devait pas être abandonnée; il importe de poursuivre la défense d'intérêts non-commerciaux, notamment les questions concernant les indications géographiques; en dépit d'un calendrier chargé, le principe selon lequel "rien ne peut être approuvé tant que tout n'est pas approuvé" reste valable; Mme Fischer-Boel s'est engagée à tenir le Conseil pleinement informé de l'état d'avancement des négociations au sein de l'OMC et à lui en faire rapport lors de sa prochaine session du 20 mars, à la lumière de la 6 réunion ministérielle du G6 qui doit se tenir à Londres début mars.
the European Communities must remain united on the WTO negotiations; bilateral meetings had been held in Geneva since the beginning of the year with certain WTO partners in order to seek for common ground on sensitive products and to build up alliances; the offensive interests of the Community in Agriculture remain domestic supports and export refunds; she agreed with the Netherlands delegation to discuss the phasing out of the export refunds on their overall budgetary value rather than on their volume; the Commission will not table any new offer on agriculture following the last offer issued on 28 October 2005; she made clear in reference to remarks raised by the French delegation, that this offer was within the mandate granted by the Council to the Commission for the negotiations at the WTO, and that Geographical Indications were still being discussed; in response to a question raised by the Polish delegation, she also stated that the special safeguard clause was not to be given up; the importance of pursuing non-trade concerns, including those on Geographical Indications; despite a complicated schedule, the principle remained that "nothing could be agreed until everything is agreed"; The Commissioner undertook to keep the Council fully informed of the state of play on WTO negotiations and to report to the next Council meeting on 20th March in the light of the planned G6 Ministerial meeting to be held in London in the beginning of March.

La délégation française a remercié le membre de la Commission et s'est félicitée de l'absence de nouvelles concessions avant, pendant ou après Hong Kong, en prenant acte du fait que les parties de l'OMC les plus concernées n'avaient pas réagi à la dernière offre de l'UE en matière agricole, et que cette offre représentait la limite extrême de ce que l'UE était en mesure de proposer sans remettre en cause les résultats de la réforme de la PAC, décidée en juin 2003.
The French delegation thanked the Commissioner and welcomed the absence of new concessions before, during or after Hong-Kong, having noted that the most concerned WTO parties had not reacted to the last EU offer on agriculture, and that the offer constituted the limit as to what the EU could propose without putting at stake the outcome of the CAP reform in June 2003.

La délégation française, après avoir indiqué que la pêche à l'anchois était pratiquée par 100 navires et concernait 400 familles et des milliers d'emplois dans des zones géographiques restreintes, a demandé la réouverture de la pêche à l'anchois le 16 août après six semaines de fermeture, sur la base d'un avis scientifique fourni par l'IFREMER (Institut français de recherche pour l'exploitation de la mer) , étant entendu que la pêche à l'anchois ne serait autorisée que pour les poissons adultes et qu'une zone protégée, réservée au frai et où la pêche serait interdite, serait créée dans l'estuaire de la Gironde .
The French delegation, having indicated that the fishing of anchovy concerned 100 vessels, 400 families and thousands of jobs in concentrated geographical areas, asked for the reopening of the fisheries for anchovy after six weeks, on 16 August, on the basis of a scientific opinion provided by the IFREMER (French Research Institute for Exploitation of the Sea) under which anchovy fishing would be authorised only for adult fish and there would be a protected area ("box") in the Gironde estuary for spawning, where fishing would be banned.

LE CONSEIL, conscient de la place qu'occupe depuis un siècle le cinéma dans le patrimoine culturel commun et de son influence capitale sur le développement des autres moyens d'expression et de communication tant dans le domaine artistique que dans celui des médias ; conscient du rôle fondamental de témoin de l'histoire de notre communauté qu'a joué le cinéma tout au long de cette période ; reconnaissant l'importance des échanges culturels, techniques et économiques qu'il a suscités en Europe ; considérant que sera célébré dans les prochaines années le centenaire de l'invention du cinématographe, CONVIENT, en vue de célébrer le centenaire du cinéma : - de renforcer les actions de restauration de films du patrimoine européen dans le cadre d'une coopération accrue des archives des Etats membres, notamment dans le cadre du programme MEDIA (projet Lumière) ; - d'encourager la diffusion de ce patrimoine dans les festivals et les salles d'Europe, dans le cadre d'initiatives permettant de mettre en relief de façon dynamique l'importance de ce patrimoine pour le futur du cinéma européen ; - de favoriser la connaissance des courants esthétiques du cinéma européen, de ses pionniers et des ses écoles, dans un souci permanent de dialogue avec la création contemporaine ; INVITE la Commission à participer à cette manifestation, notamment en liaison avec le Conseil de l'Europe : - en poursuivant et élargissant ses interventions en vue de la commémoration de ce centenaire, notamment dans le cadre de son action de soutien aux festivals de film ; - en concourant à donner le retentissement le plus large aux actions menées dans l'ensemble des Etats membres".
THE CINEMA'S FIRST CENTURY At the initiative of the French delegation, the Council adopted the following Resolution on the cinema's first century: "THE COUNCIL Aware of the place which the cinema has occupied for a hundred years in our common cultural heritage and the importance of its influence on the development of other means of expression and communication both in the arts and in the media; Aware of the fundamental role as a witness to the history of our community which the cinema has played throughout that period, Recognizing the importance of the cultural, technical and economic exchanges it has led to in Europe, Whereas the centenary of the invention of the cinematograph will be celebrated in the next few years, AGREES, with a view to celebrating the centenary of cinema, to: - increase action to restore films from the European heritage in the context of greater co-operation between Member States' archives, notably in the framework of the MEDIA programme (Lumière project); - encourage the dissemination of this heritage in European festivals and cinemas in initiatives to highlight the importance of this heritage for the future of European cinema; - promote awareness of the artistic trends of European cinema, its pioneers and its schools, in the interests of a continuing dialogue with contemporary film-makers; CALLS ON the Commission to participate in this campaign, in particular in liaison with the Council of Europe, by: - continuing and expanding its activities to commemorate this centenary, particularly as part of its action in support of film festivals; - helping to give maximum publicity to action taken in all Member States".
