Les Ukrainiens disent souvent qu’un mur de Schengen a été érigé; que ce qui a été introduit et accueilli par tous avec joie, nous Polonais, les Français et depuis longtemps déjà les Allemands, n’est en réalité qu’un processus naturel d’isolation; que ces files d’attentes interminables devant les consulats, les refus, le prix des visas, cet ensemble d’éléments correspond simplement à un signal qui leur est destiné. De surcroît, ce signal est perçu de manière très négative au vu de toutes les aspirations dont nous parlons tant dans ce Parlement et ailleurs.
The Ukrainians often say that a Schengen wall has been erected, that what has been introduced and greeted with joy by everybody, by us Poles, by the French, for a long time now by the Germans, is in reality just a process of natural isolation, that the queue in front of a consulate, the refusal, the price – all that is merely a signal to their societies, a signal received very negatively in the context of all the aspirations we speak so much about in this Chamber and elsewhere.

Le Conseil et le Parlement ont accueilli favorablement l'initiative de la Commission en s'associant aux travaux qui ont abouti à la rédaction de la déclaration suivante : "Le Parlement européen, la Commission, les représentants des Etats membres réunis au sein du Conseil - constatant l'existence et la croissance dans la Communauté d'attitudes, de mouvements et d'actes de violence xénophobes souvent dirigés contres des immigrés; - considérant l'importance primordiale que les Institutions des Communautés attachent au respect des droits fondamentaux proclamés solennellement dans la déclaration commune du 5 avril 1977 ainsi qu'au principe de la libre circulation des personnes tel que prévu par le Traité de Rome; ./.- 2 - - considérant que le respect de la dignité de la personne humaine et l'élimination des manifestations de discrimination raciale font partie du patrimoine culturel et juridique commun de tous les Etats membres; - conscients de la contribution positive que les travailleurs originaires d'autres Etats membres ou de pays tiers ont apportée et peuvent continuer d'apporter au développement de l'Etat membre dans lequel ils séjournent légalement et du bénéfice qui en résulte pour la Communauté dans son ensemble 1. condamnent avec vigueur toutes les manifestations d'intolérance, d'hostilité et d'utilisation de force à l'égard d'une personne ou d'un groupe de personnes en raison de différences raciale, religieuse, culturelle, sociale ou nationale; 2. affirment leur volonté de sauvegarder la personnalité et la dignité de chaque membre de la société et de refuser toute forme de ségrégation à l'encontre des étrangers; 3. estiment indispensable que soient prises toutes les dispositions nécessaires pour garantir la réalisation de cette volonté commune; 4. sont déterminés à poursuivre les efforts déjà entrepris pour protéger l'individualité et la dignité de tout membre de la société et à refuser toute forme de ségrégation des étrangers; 5. soulignent l'importance ...
The Council and Parliament responded favourably to the Commission's proposal and took part in the discussions which led to the drafting of the following declaration : "The European Parliament, the representatives of the Member States meeting within the Council and the Commission, - recognizing the existence and growth of xenophobic attitudes, movements and acts of violence in the Community which are often directed against immigrants, - whereas the Community institutions attach prime importance to respect for fundamental rights, as solemnly proclaimed in the Joint Declaration of 5 April 1977, and to the principle of freedom of movement as laid down in the Treaty of Rome, ./.- 2 - - whereas respect for human dignity and the elimination of all forms of racial discrimination are part of the common cultural and legal heritage of all the Member States, - mindful of the positive contribution which workers who have their origins in other Member States or in third countries have made, and can continue to make, to the development of the Member States in which they legally reside and of the resulting benefits for the Community as a whole, 1. Vigorously condemn all forms of intolerance, hostility and use of force against persons or groups of persons on the grounds of racial, religious, cultural, social or national differences; 2. Affirm their resolve to protect the individuality and dignity of every member of society and to reject any form of segregation of foreigners; 3. Look upon it as indispensable that all necessary steps be taken to guarantee that this joint resolve is carried through; 4. The Association is open to all countries and national organizations, provided they are accepted by the existing members and they make a financial contribution to the budget, and since its inception it has already welcomed Austria, Finland, Norway, Sweden and Switzerland.
