TRADUCTIONS EN CONTEXTE

Alors que la décision constatant un déficit excessif a été abrogée en 2004 dans le cas du Portugal, et qu’il est estimé que le déficit des Pays-Bas est revenu juste en dessous de 3% du PIB en 2004, l’Allemagne, la France et surtout la Grèce (parmi les pays de l’ex-UE à 15) continuent à être confrontées a des déficits élevés.
While the excessive deficit situation was abrogated in 2004 in the case of Portugal, and the deficit in the Netherlands is estimated to have returned to just below 3 per cent of GDP in 2004, Germany, France and, above all, Greece (among the former EU-15 Member States) still struggle with high deficits.

Des déficits excessifs ont déjà été constatés au Portugal en 2002, en Allemagne et en France en 2003, et se sont au total huit pays de plus qui se retrouvent en situation de déficit excessif en 2004, à savoir la Grèce et les Pays-Bas et, suite à l’élargissement, la République tchèque, Chypre, la Hongrie, Malte, la Pologne et la Slovaquie.
Excessive deficits have already been identified for Portugal in 2002, Germany and France both in 2003, while eight more countries were found to be in an excessive deficit situation in 2004, namely Greece and the Netherlands and, following accession, the Czech Republic, Cyprus, Hungary, Malta, Poland and Slovakia.

Quatre domaines méritent d'être cités dans ce contexte: 1) conventions collectives sur la formation permanente en Belgique, en Finlande, en Allemagne (industrie métallurgique dans le Land du Bade Würtemberg), en Italie et au Portugal; 2) égalité professionnelle visant à réduire les écarts de rémunération entre les sexes (Belgique, Finlande, Pays-Bas et Irlande), à combattre la discrimination raciale (France, Danemark et Irlande), à développer l'emploi des personnes souffrant d'un handicap (Belgique, Italie et Irlande) et à prévenir la discrimination fondée sur l'âge (Danemark et Autriche); 3) conventions collectives sur l'hygiène et la sécurité sur le lieu de travail portant sur la prévention et le traitement du stress (Belgique), sur la nécessité d'un environnement de travail favorisant le bien-être psychologique ou non des travailleurs (Danemark) et contre les charges de travail excessives (Pays-Bas); 4) conventions collectives sur la flexibilité et l'équilibre entre vie professionnelle et vie privée portant sur le congé parental (Suède), sur le congé pour obligations familiales et l'adaptation des horaires de travail à la vie familiale (Belgique, Grèce, Italie et Pays-Bas), sur les congés sabbatiques (Finlande), sur l'aménagement des services de garde d'enfants (Grèce, Irlande et Pays-Bas), sur les horaires flexibles et le télétravail (Italie, Autriche et Danemark) et sur les agences de travail temporaire (Italie et Allemagne).
Four areas are worth highlighting in this context: 1) lifelong learning collective agreements in Belgium, Finland, Germany (metalworking industry in Baden-Württemberg), Italy and Portugal; 2) equal opportunities aiming at reducing gender pay inequalities (Belgium, Finland, Netherlands and Ireland), at combating race discrimination (France, Denmark and Ireland), at increasing employment of disabled persons (Belgium Italy and Ireland) and at preventing age discrimination (Denmark and Austria); 3) health and safety at work collective agreements on the prevention and treatment of stress (Belgium) on well-being and psychological work environment (Denmark) and against the excessive workload (the Netherlands); 4) flexibility and work-life balance collective agreements on parental leave (Sweden), on family leave and family-linked working time patterns (Belgium, Greece, Italy, and the Netherlands), on sabbaticals (Finland), on childcare arrangements (Greece, Ireland and the Netherlands), on flexitime and teleworking (Italy, Austria, and Denmark) and on temporary agency workers (Italy and Germany).

Considers that the current account imbalances within the EU-27 – countries with high current account deficits in southern and eastern Europe, countries with high current account surpluses such as Germany, Austria and the Netherlands – must be thoroughly addressed by EU economic governance; highlights that the surplus countries need to shift their economic development to strengthen internal demand and their domestic economy; proposes to establish a ‘clearing union’ mechanism within the EU-27 obliging the surplus countries to pay positive interest rates to the deficit countries, thus allowing those to invest in the modernisation of production, services and infrastructure, increase productivity and bring down current account deficits;

Pour ce qui est des membres de la famille, les cotisations sont prélevées auprès de la personne dont découle le droit aux soins de santé. d) Les dispositions de la Zorgverzekeringswet (loi sur l'assurance soins de santé) relatives à la souscription tardive d'une assurance s'appliquent mutatis mutandis en cas d'enregistrement tardif auprès du College voor zorgverzekeringen (Conseil des assurances soins de santé) en ce qui concerne les personnes visées au point a) ii). e) Les personnes qui ont droit à des prestations en nature au titre de la législation d'un État membre autre que les Pays-Bas et résident ou séjournent temporairement aux Pays-Bas ont le droit de recevoir, de l'institution du lieu de résidence ou de séjour, des prestations en nature conformément à ce qui doit être proposé aux personnes assurées aux Pays-Bas, compte tenu notamment de l'article 11, paragraphes 1, 2 et 3, et de l'article 19, paragraphe 1, de la Zorgverzekeringswet (loi sur l'assurance soins de santé), ainsi que les prestations en nature prévues par la Algemene wet bijzondere ziektekosten (loi générale sur les frais médicaux spéciaux). f) Aux fins de l'application des articles 27 à 34 du présent règlement, les pensions qui sont assimilées aux pensions à verser en vertu des dispositions légales visées aux points b) (invalidité) et c) (vieillesse) de la déclaration faite par le Royaume des Pays-Bas au titre de l'article 5 du présent règlement sont les suivantes:
In respect of family members, the contributions shall be levied on the person from whom the right to health care is derived (d) The provisions of the Zorgverzekeringswet (Health Care Insurance Act) concerning late insurance shall apply mutatis mutandis in the event of late registration with the College voor zorgverzekeringen (Health Care Insurance Board) in respect of the persons referred to in point a(ii) (e) Persons entitled to benefits in kind by virtue of the legislation of a Member State other than the Netherlands who reside in the Netherlands or stay temporarily in the Netherlands shall be entitled to benefits in kind in accordance with the policy offered to insured persons in the Netherlands by the institution of the place of residence or the place of stay, taking into account Article 11(1), (2) and (3) and Article 19(1) of the Zorgverzekeringswet (Health Care Insurance Act), as well as to benefits in kind provided for by the Algemene wet bijzondere ziektekosten (Law on General Insurance Against Special Medical Expenses) (f) For the purposes of Articles 27 to 34 of this Regulation, the pensions to be treated as pensions payable under the legal provisions mentioned in subparagraphs (b) (invalidity) and (c) (old age) of the declaration of the Kingdom of the Netherlands under Article 5 of this Regulation shall be:
