Such socio-economic benefits are broken down into three main categories: direct benefits resulting from the growth of the space market, direct benefits resulting from the growth of the downstream market for GNSS-based applications and services, and indirect benefits resulting from the emergence of new applications in, or technology transfer to, other sectors, leading to new market opportunities in other sectors, productivity gains across industry and public benefits generated by a reduction in pollution or by improved levels of safety and security.

3. Le présent règlement ne porte pas atteinte aux obligations des États membres découlant des relations particulières ou d’accords futurs avec certains pays ou territoires non européens, fondés sur des liens institutionnels existant le 8 novembre 1968, ou découlant d’accords existant le 8 novembre 1968 avec certains pays ou territoires non européens, fondés sur des liens institutionnels ayant existé entre eux.
3. This Regulation shall not affect the obligations of Member States arising out of special relations or future agreements with certain non-European countries or territories, based on institutional ties existing on 8 November 1968, or agreements in existence on 8 November 1968 with certain non-European countries or territories, based on institutional ties between them.

Tenant compte de cette jurisprudence ainsi que du fait que la taxe sert à financer des aides d'État au sens de l'article 87 du traité et qu'elle revêt un caractère discriminatoire allant à l'encontre de l'article 90 du traité dans la mesure où les produits en provenance des autres États membres doivent aussi acquitter la taxe, sans toutefois bénéficier des avantages découlant du fonds auquel celle-ci est affectée, la Commission considère que le produit de la taxe obtenu en grevant les produits importés des autres États membres constitue un financement irrégulier de l'aide au regard des règles de concurrence.
In the light of the case law and the fact that the levy was used to finance State aid within the meaning of Article 87 of the Treaty and was discriminatory in contravention of Article 90 of the Treaty in so far as it was charged on products from other Member States that cannot benefit from the advantages of the fund into which it was paid, the Commission considered that the proceeds of the levy realised on products imported from other Member States were against the rules on competition.

Pour ce qui est de l'article 90 du traité, la Commission a conclu que la France, en appliquant une taxe dite d'équarrissage sur les achats de viande et d'autres produits spécifiés par toute personne qui réalise des ventes au détail de ces produits, ladite taxe étant compensée, au moins partiellement, en ce qui concerne les produits français, par le financement public intégral de l'équarrissage et de la collecte de cadavres d'animaux et des saisies d'abattoirs, alors que les produits commercialisés à partir des autres États membres supportent la taxe dans les mêmes conditions mais ne bénéficient pas des avantages découlant du fonds auquel la taxe est affectée, a manqué aux obligations qui lui incombent en vertu de l'article 90 du traité.
As regards Article 90 of the Treaty, the Commission concluded that France had failed to meet its obligations under Article 90 of the Treaty by applying the so-called ‘rendering levy’ to purchases of meat and other products specified by any person retailing such products, and that the levy was offset, at least in part, in the case of French products, by full public financing of rendering and the collection of animal carcases and products seized at slaughterhouses, whereas the levy was paid on products from other Member States under the same conditions but they did not benefit from the advantages of the fund into which the levy is paid.
