We must therefore deepen the foundations of the European Union and prepare it for enlargement in such a way that it will be able tomorrow to maintain all its ability to function in response to challenges both internal and external. This will be possible only on condition that we maintain the existing balance between the small and large countries, and continue on the path towards a Europe of citizens”.
