Welcomes the adoption by the Seville European Council of a declaration taking note of the National Declaration by Ireland and clearly stating that the entry into force of the Nice Treaty will not affect Ireland’s traditional political and military neutrality, that any decision to move towards establishing a European defence would respect the integrity of the Member States’ constitutional requirements, that the Treaty on European Union does not impose any binding mutual defence commitments, and that the development of the Union’s crisis management and humanitarian capabilities does not involve moves to establish a European army;

He presented the "National Declaration by Ireland" reaffirming that the provisions of the Treaty on European Union relating to foreign and security policy did not undermine its traditional policy of military neutrality and that this would continue to be the case after ratification of the Treaty of Nice (see Annex III).

Bien entendu, pour des raisons de transparence, la Commission a demandé aux États membres de signaler leur position.
